Job summary

Quantum Management Services Ltd. is partnering with a leading healthcare organization in Toronto to hire a Payroll Manager. This hybrid role oversees payroll for ~4,000 employees, with a strong focus on compliance, governance, and ERP transformation.

You will lead a team of five, drive process improvements, and collaborate with HR, Finance, and union representatives. The ideal candidate has CPM designation, a relevant degree, and 7+ years in payroll within large, complex environments.

Qualifications

  • Bachelor's degree in Business, Finance, Accounting or related discipline.
  • CPM designation required and CRA/compliance knowledge.
  • Experience leading payroll in large, complex, unionized environments.
  • 7+ years of progressive payroll experience; 5+ years in people leadership.
  • Experience with ERP systems and year-end payroll activities.

Responsibilities

  • Lead end-to-end payroll for approxi­mately 4,000 employees in a unionized environment.
  • Coach and develop a team of five payroll professionals.
  • Ensure payroll accuracy, timeliness, and statutory compliance.
  • Maintain payroll governance through reconciliations, audits, and internal controls.
  • Oversee year-end activities including T4s and statutory reporting.
  • Collaborate with HR, Finance, unions, and leadership to resolve payroll matters.
  • Support ERP implementation and drive process improvements.

Our client, a large and highly respected healthcare organization, is seeking a strategic Payroll Manager to lead payroll operations for approximately 4,000 employees across a complex, unionized environment. What You'll Be Doing:
  • Lead the end-to-end payroll function supporting approximately 4,000 employees across a complex, unionized workforce.
  • Manage, coach, and develop a team of five payroll professionals, fostering accountability and continuous improvement.
  • Ensure payroll is processed accurately, on time, and in compliance with all legislative and regulatory requirements.
  • Maintain strong payroll governance through reconciliations, audits, and robust internal controls.
  • Oversee year-end payroll activities including T4 preparation, reconciliations, and statutory reporting.
  • Partner closely with HR, Finance, union representatives, and leadership to resolve payroll matters and interpret collective agreements.
  • Ensure compliance with CRA regulations and support internal and external audits.
  • Serve as the payroll lead for a major ERP implementation, helping drive change management and process optimization.
  • Identify opportunities to improve payroll systems, workflows, controls, and reporting.
  • Build strong relationships with internal stakeholders while delivering exceptional payroll service.
What You Bring:
  • Bachelor's degree in Business, Finance, Accounting, or a related discipline.
  • Experience with Oracle ERP implementation.
  • Canadian Payroll Manager (CPM) designation is required.
  • 7+ years of progressive payroll experience within large, complex organizations.
  • 5+ years of people leadership experience managing payroll teams.
  • Extensive experience overseeing large-scale payroll operations in unionized environments.
  • Strong knowledge of payroll legislation, CRA compliance, remittances, and year-end reporting.
  • Experience working with enterprise ERP payroll systems.
  • Excellent leadership, communication, problem-solving, and stakeholder management skills.
  • Demonstrated ability to lead change, improve processes, and build high-performing teams.
Nice to Have:
  • Healthcare, public sector, or broader public sector experience.
  • CHRP designation and/or familiarity with OHA MIS Guidelines.
