DUTIES

The Payroll Coordinator is responsible for overseeing the day-to-day operations of the Payroll Department; ensuring the accuracy, completeness and administration of payroll and benefits for all employees of the University. The Payroll Coordinator provides work coordination within the Payroll Department and acts as the primary liaison between the HR and Payroll Departments.


MAJOR DUTIES & RESPONSIBILITIES

  • Performs duties required for processing of bi-weekly pay for all employee groups.
  • Establishes work plans, performance standards and priorities for Payroll staff that establish and maintain a service focused approach in the delivery of payroll services throughout the TRU community.
  • Coordinates the work and work plans of the Payroll Service Associates and students in the Payroll Department.
  • Responsible for coordinating and assessing training of new Payroll Service Associates on all payroll processes.
  • Ensures the University's payroll processing is conducted in accordance with applicable laws, and government regulations by keeping abreast of current labour standards, collective agreements and other applicable regulations.
  • Develops procedures within payroll to audit compliance with external stakeholders and TRU policies and standards; following up with the appropriate department or manager with any anomalies and to find solutions.
  • Verifies source documents, reports and registers to ensure completeness of information; identifies errors and makes corrections.
  • Responsible for ensuring collection, timely remittance, and reporting of statutory withholding taxes, regulatory items, Workers Compensation, Employee Pension, and Benefits, Canada Savings Bonds. Primary contact for TRU with these external entities.
  • Acts as the first contact and liaison for employees, managers, Human Resources and external agencies to resolve payroll and benefit related issues and concerns.
  • Coordinates testing, issue resolution and enhancements development for the payroll systems, controls and procedures.
  • Ensures that processes and procedures between HR and Payroll are efficient and effective.
  • Responsible for maintaining and coordinating testing of the payroll system and payroll reporting programs to ensure accuracy of regulatory changes and system upgrades.
  • Responsible for the coordination and preparation of a variety of reports including Financial Information Act, T4's, and payroll related working papers and audit schedules.
  • Primary contact with Pension Corporation for tracking, reporting and issue resolution.
  • Ensures the maintenance of historical payroll record archives in compliance with legislation and TRU policy.
  • Tracks and reports on data metrics and key performance indicators for payroll.
  • Develops and delivers training materials, system documentation and technical presentations for the purposes of demonstrating systems and training.
  • Coordinates and delivers end-user training

QUALIFICATIONS

EDUCATION:

  • Degree plus completion of Certified Payroll Manager (CPM) designation from the Canadian Payroll Association


EXPERIENCE:

  • Five years of payroll experience, including experience working in a multi-functional environment, including:
    • Four years' supervisory experience, including experience with computerized payroll systems


SKILLS, KNOWLEDGE OR ABILITIES RELATED TO THE JOB

  • Ability to deal with others effectively
  • Ability to plan and organize work with multiple demands and deadlines
  • Ability to communicate effectively both verbally and in writing
  • Working knowledge of computerized accounting systems
  • In depth knowledge of Canada Revenue Agency policies, current labour standards, collective agreements for all employee groups and other applicable regulations
  • Demonstration of strong problem-solving skills


WORKING CONDITIONS

  • Long periods of time at desk and/or computer terminal
The salary for the above position is determined by the Collective Agreement with the Canadian Union of Public Employees, Local 4879, as it presently exists.

Pay Band

$36.78 - $40.87 ( CUPE Grade 11 (90% - 100%) )

Salary rate

This Position is not subject to a 90% start rate for new Employees.
