Job Description:

Hwy 407 East Extensions

407 EDG and BBI entered into a Design-Build-Finance-Operate-Maintain agreement (“DBFOM”) with Infrastructure Ontario (“IO”) and the Ministry of Transportation of Ontario (“MTO”) for the Highway 407 East Extensions Phase 1 and 2. They are responsible for all aspects of the highway’s design, finance, construction, operations, and rehabilitation. The projects include an extension of approximately 22 km of Hwy 407 from Brock Road in Pickering to Harmony Road in Oshawa, including Highway 412 and Highway 418, with phases opened in 2016 and 2018 respectively.

As the Operations Manager, you will oversee resources to operate a safe and efficient highway system, including planning, scheduling, and executing maintenance activities. You will report to the CEO and ensure compliance with all standards and project agreements.

Essential Duties and Responsibilities:

  • Ensure compliance with Project Agreements on roadway operations.
  • Manage daily maintenance to meet quality standards and preserve asset life.
  • Respond to incidents efficiently, ensuring safety for workers and motorists.
  • Manage personnel including supervisors, foremen, mechanics, and road crews.
  • Propose and oversee investments in equipment, personnel, and training.
  • Prepare and control the annual budget for operations and maintenance.
  • Manage outsourced O&M contractors.
  • Produce timely reports on maintenance operations.
  • Develop and implement maintenance and improvement plans.
  • Maintain policies and procedures for the department.
  • Implement policies from Asset, Quality, Environmental, and Safety Managers.
  • Manage equipment specifications and procurement.
  • Ensure staff qualifications and safety training.
  • Supervise work quality and propose improvements.
  • Monitor inspection results and adjust processes accordingly.
  • Promote safety, innovation, and efficiency within the department.
  • Make staffing and disciplinary decisions.
  • Track maintenance activities, assets, and inventory.
  • Coordinate emergency response and safety programs.
  • Ensure environmental standards and safety policies are followed.
  • Develop winter maintenance plans and supervise operations.
  • Collect and report maintenance data for analysis and improvement.
  • Perform other related duties as necessary.

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

  • High school diploma or equivalent; college or associate degree preferred.
  • 7-10+ years in highway operations and maintenance, including planning and leadership.
  • Knowledge of roadway maintenance practices, materials, and equipment.
  • Knowledge of OTM Book 7 Temporary Conditions.
  • Class “D” CDL with Air Brake Endorsement or ability to obtain within 90 days.
  • Knowledge of Employment Standards Act and Ontario Health & Safety Act.
  • OSHA 10 Hour Construction Outreach, First Aid, and CPR certifications or ability to obtain within specified timelines.

Professional Qualities:

  • Effective task and team management with independence.
  • Confident interaction with external parties and stakeholders.
  • Strong planning, organization, and prioritization skills.
  • Excellent communication, decision-making, and problem-solving abilities.
  • Leadership skills to manage multidisciplinary teams in a 24/7 environment.

Computer Skills:

  • Proficiency in Microsoft Office and other PC-based software.

Work Environment & Physical Demands:

  • Moderate to high noise levels around heavy machinery.
  • Roadway travel required.
  • Ability to lift/move up to 50 pounds occasionally.
  • Frequent standing, walking, sitting; talking and hearing required.
