Job summary

McElhanney seeks a skilled Municipal Engineer / Project Manager for our Cowichan Valley or Victoria, BC teams. This role drives planning, design, and delivery of municipal infrastructure, managing multidisciplinary teams and strong client relationships.

Qualified candidates have a Civil Engineering degree, 5+ years' municipal experience, and a valid P.Eng. or P.L.Eng. license in BC. We offer a competitive salary and relocation support.

Qualifications

• Bachelor's degree in civil engineering from an accredited university.
• 5+ years of experience managing municipal engineering projects and serving as the Engineer of Record.
• Registered P.Eng. or P.L.Eng. in good standing with Engineers and Geoscientists BC.
• Proven ability to attract and retain clients and deliver projects on time and on budget.
• Strong business development and leadership abilities.
• Experience collaborating with government, construction contractors, and developers.

Responsibilities

• Lead the detailed design and production of engineering drawings and specifications for municipal utilities, roadworks, water/wastewater facilities, and infrastructure renewal.
• Coordinate and assist in preparation of approval documents, design calculations, cost estimates, tender packages, and contract documents.
• Chair regular project meetings with clients, consultants, and internal teams to ensure clear communication and coordination.
• Develop new business opportunities and establish strategic relationships with key clients, agencies, and industry partners.
• Monitor project progress with teams to ensure schedules, budgets, and quality standards are met.
• Provide leadership in safety and quality management across all project phases.
• Prepare and review technical reports and develop high-quality proposals aligning with client objectives.
• Manage project financials, including invoices and expenditures against budgets.
• Lead multidisciplinary teams, mentoring engineers and technical staff.
