JOB SUMMARY

The Municipal Engineer within the University of British Columbia’s (“UBC”) Facilities’ Group leads and sets the strategic direction of the municipal engineering and infrastructure aspect of the university, particularly in areas of asset management, design and technical services including exposure to the planning, design and implementation of public realm, solid waste, drainage and fleet.

The Municipal Engineer acts as the Municipal Services’ Asset Manager and provides technical expertise related to new and existing infrastructure systems across campus, adoption and advancement of campus plans (e.g., Climate Action Plan 2030, Indigenous Strategic Plan, etc.) and innovation and continuous improvements in asset management.

ORGANIZATIONAL STATUS

The Municipal Engineer position reports to the Director of Municipal Services and works collaboratively among teams and across various groups within the greater UBC community. Key relationships are with stakeholders within the Facilities and Campus and Community Planning teams, including multi-disciplinary professionals, operations managers, project managers, facility managers, planners, project coordinators, trades and skilled staff.

WORK PERFORMED
Asset Management

Develops, manages and supports maintenance programs for municipal infrastructure with a focus on public realm infrastructure, fleet, solid waste and drainage systems using asset management software. Ensures asset data is current and reliable and conducts annual reporting.

Implements standard operating procedures, maintenance plans and training for new and existing infrastructure, providing hands-on demonstrations and ongoing advice and support for multi-disciplinary teams.

Proposes and conducts municipal engineering design and depreciation expertise, consultation, training and guidance to multi-disciplinary teams when troubleshooting and/or replacing new and existing systems and associated equipment or infrastructure.

Provides engineering consulting services for the lifecycle replacement and deferred maintenance programs, including short- and long-range planning. Produces business case reports and oversees consultancy work to support funding requests.

Development Review

Provides advice and recommendations on a wide variety of minor and major projects, working closely with internal groups, consultants, contractors, partners and external stakeholders, such as the renovation of new projects which may include road infrastructure, solid waste, fleet and drainage systems in order to meet desired objectives and outcomes while adhering to schedules, fee proposals, engineering standards service requirements, quality requirements, and financial performance targets.

Provides design review of new projects during all phases from planning through the acceptance of design and construction, ensuring necessary information is available, projects are efficiently coordinated, and sustainability targets are achieved; aids in commissioning of new projects and ensures work is completed on schedule and within budget.

Technical Services

Responsible for reviewing and updating UBC’s Technical Guidelines that directly apply to the Municipal Portfolio in order to address compliance issues with the guidelines, and applicable standards and codes. This includes hosting meetings with stakeholders, collecting and collating feedback, building consensus and clearly communicating the proposed changes.

Provides technical support on the design, development and implementation of waste, road, fleet and drainage systems at UBC. Reviews and re-engineers existing systems to meet growth requirements; to reduce maintenance costs; ensure maximum reliability of existing equipment and systems and to reduce energy consumption.

Provides technical support services for the design, development and installation of sustainability initiatives and opportunities.

Evaluates and provides technical support for addressing safety concerns for maintenance and operation of existing facilities, and design and installation details for new facilities.

Prepares and carries out system/equipment investigative reporting with guidance on repairs with respect of current regulations and design codes. Performs system and equipment investigations, business cases, and presentations.

Reviews audits and inspection reports in a timely and responsive manner. Advises appropriate user groups on the correction of deficiencies or assessment of changes or additions to existing systems and equipment.

Project Management

Analyzes engineering design issues with smaller projects, upgrades and reconfiguration of existing systems and equipment to maintain the safe and efficient operations of campus facilities.

Engages and manages consultants to complete studies and prepare reports when required.

Performs field investigations and inspections and may work independently managing projects by establishing, tracking and providing updates on timelines, budgets and risks.

Perform other duties as required.

CONSEQUENCE OF ERROR

Makes complex decisions regarding the immediate, emergency and future systems needs across campus. Must be able to make quick and accurate assessment of a situation in conformity with extensive regulations. Errors in judgment could lead to serious personal injury or loss of life, shutdown of critical university assets, expensive repairs to equipment and property, increased operating and labor costs, and decreased life of mechanical systems and associated equipment.

SUPERVISION RECEIVED

Works within broad objectives under the Director of Municipal Services.

SUPERVISION GIVEN

May supervise unionized staff, co-op students and has direct supervisory responsibility over consultants and contractors working on campus municipal infrastructure and solid waste systems.

MINIMUM QUALIFICATIONS

Undergraduate degree in a relevant discipline. Eligibility for membership in a professional Institute or Association. Registration as a Professional Engineer in British Columbia. A minimum of eight (8) years of experience in related engineering and planning experience including experience with major construction or renovation projects or the equivalent combination of education and experience.

PREFERRED QUALIFICATIONS

Consulting and construction management experience preferred. Experience in progressive professional engineering responsibility in municipal engineering and maintenance operations management, preferably in an educational institutional or municipal environment.

Experience working with Enterprise Maintenance Management Systems (EMMS) like Workday or Planon is considered an asset.

Demonstrated success managing small technical teams is desirable. Supervisory experience is required.

Ability to successfully oversee and review the work of trades and skilled staff is required. Working within a unionized environment is considered an asset.

Superior organizational skills with ability to analyze, develop and interpret qualitative and quantitative data.

Ability to communicate effectively to a diverse group of internal colleagues and external partners.

Literacy with AutoCAD systems for engineering and database management tools, as well as computer simulation techniques is an asset.

Strong working knowledge of EGBC’s Permit to Practice guidelines.
