Position Overview

The Municipal Enforcement Officer - Compliance (MEO-C) serves the community and visitors primarily through seeking compliance of tourist home and other Land Use Bylaw regulations, violations of the encroachment policy, Business Registry Bylaw regulations, and primary residence tax declarations. Reporting to the Supervisor of Municipal Enforcement and as a member of the Municipal Enforcement team, the MEO-C ensures that unauthorized tourist homes are brought into compliance by conducting education and enforcement of the Land Use Bylaw, educating and enforcing other regulations within the Land Use Bylaw, ensuring that approved tourist home operators and other businesses comply with the licensing requirements of the Business Registry Bylaw, and that the primary residential requirements of the Division of Class 1 Property Bylaw are complied with. The MEO-C will provide clear explanations of the tourist home and Land Use Bylaw regulations, business licensing, and Division of Class 1 Property Bylaw to the public. The MEO-C may also be tasked with providing input on various policy documents and working with other departments on education and compliance matters.

  • Issue citations, warnings, and enforcement notices to individuals and businesses in violation of bylaws
  • Document observations and enforcement actions accurately in municipal database systems
  • Respond to public complaints and inquiries regarding bylaw violations and enforcement matters
  • Interpret and Apply Municipal Bylaws and Legislation
  • Review and understand relevant municipal bylaws, provincial regulations, and enforcement policies
  • Apply legislation correctly and consistently when evaluating compliance situations
  • Provide clear explanations to the public regarding bylaw requirements and violations
  • Stay current with legislative changes and municipal policy updates
  • Manage Conflict and Obtain Compliance
  • Use negotiation and mediation skills to resolve disputes and secure voluntary compliance
  • De-escalate tense situations through respectful communication and active listening
  • Document compliance efforts and outcomes for follow-up or escalation when necessary
  • Build positive relationships with community members to encourage ongoing compliance
  • Maintain Accurate Records and Documentation
  • Complete detailed reports on enforcement activities, investigations, and compliance outcomes
  • Enter data accurately into municipal systems and maintain organized file records
  • Prepare documentation for potential court proceedings or formal enforcement actions

  • Fulfill worker responsibilities under the Town of Canmore Health & Safety Directive
  • Participate in the Town’s health and safety program, following all safety legislation, policies, and procedures
  • Perform work safely and protect the health and safety of self and others
