Job summary

CarteNav Solutions, a PAL company, is seeking a Technical Project Manager to bridge software delivery and customer needs. You’ll own planning, coordination, and execution of complex software projects, translating requirements into technical plans and ensuring compliance.

You’ll collaborate with engineering, QA, product, and support; manage budgets and schedules; drive delivery best practices; and support proposals for new opportunities.

Qualifications

• 7+ years of project management experience, including software delivery.
• Experience managing government, defense, or highly regulated customers.
• Fluent in translating technical progress into business confidence.
• Ability to manage large-scale software initiatives with multi-stakeholder teams.
• Proficiency with Jira, Microsoft Planner, Azure DevOps, or similar tools.
• Clear written and verbal communication with formal status reporting.
• Eligible for government security clearance or export control considerations.
• PMP, Agile, or similar certifications are preferred.

Responsibilities

• Own end-to-end delivery of complex, technical software projects from kickoff through deployment and acceptance.
• Develop project plans, risks, budgets, and deliverables with formal schedules and reporting.
• Translate customer and contractual requirements into clear technical specs and actionable plans.
• Ensure compliance with contractual, security, and export control requirements.
• Represent the project delivery function in leadership planning and customer engagements.
• Serve as the primary contact to customers and senior stakeholders.
• Coordinate across engineering, QA, product, and support to align priorities.
• Drive continuous improvement of delivery practices, tooling, and templates.
