Job summary

The Government of Alberta is seeking a highly analytical leader for the role of Manager, Divisional Planning and Reporting in Edmonton. This permanent, full-time position leads strategic planning, performance measurement, and financial oversight within the Innovation and Program Development Branch of the Public Security Division.

Applicants should have a university degree and at least four years of progressive experience in planning and reporting, with strong Excel and data-analysis skills.

Qualifications

Role Responsibilities

Are you a highly analytical leader with expertise in strategic planning, performance measurement, financial management, and reporting? Do you have exceptional skills in Excel and data analysis with the ability to translate financial and operational data into actionable recommendations for senior leaders? The Ministry of Public Safety and Emergency Services is seeking a Manager, Divisional Planning and Reporting to support the Innovation and Program Development Branch within the Public Security Division. Reporting to the Director, Guns and Gangs, you will lead the Division’s planning, reporting, and performance measurement functions while providing financial oversight and business analysis to support informed decision-making and continuous improvement.

This role requires a high degree of analytical, evaluative, and creative thinking skills to identify issues, recommend solutions, and ensure alignment with divisional and ministry priorities. As an internal consultant, you will provide expert advice, facilitate coordinated planning processes, and ensure that divisional initiatives and priorities are consistent with government goals and strategies.

Key Responsibilities

Planning:

  • Lead the development and implementation of the Division’s strategic, business, and operational plans, ensuring alignment with ministry and government-wide priorities.
  • Provide expertise and guidance to ensure divisional initiatives are consistent with ministry goals, strategic direction, and available resources.
  • Represent the Division on ministry planning and reporting committees to promote alignment and collaboration.
  • Prepare briefing materials and contribute to the Deputy Minister’s performance agreement.

Performance Measurement:

  • Design and implement a performance measurement framework to track divisional outcomes effectively.
  • Develop and manage performance measurement activities, including analyzing data and trends to inform decision-making.
  • Support program areas in developing operational measures to evaluate program delivery and align with ministry objectives.
  • Provide strategic advice to senior management on performance-related issues.

Reporting:

  • Lead the Division’s reporting functions, including input into the Ministry’s Annual Report and quarterly progress reports.
  • Develop reporting mechanisms to track and communicate progress on key divisional initiatives.
  • Present performance results and updates to senior management, ensuring transparency and accountability.
  • Represent the Division on the Ministry’s Enterprise Risk Management (ERM) Team and ensure compliance with the ERM framework.
  • Support branches in identifying and mitigating operational risks.
  • Provide feedback to senior management on divisional risk management strategies and effectiveness.

Qualifications
  • University degree in Economics, Public Administration, Business Administration, Social Sciences, Policy Studies, or a related field.
  • Plus 4 (four) years of progressively responsible experience in strategic planning, business planning, performance measurement, reporting, policy development, program evaluation, or a related field.

Equivalency:

Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Additional Skills Required:

  • Leadership and strategic thinking skills to influence and provide strategic business advice and consultation to senior management, program managers, and other stakeholders.
  • Facilitation, consultation, negotiation, and conflict resolution skills to facilitate resolution of planning and reporting matters and/or issues.
  • Relationship management skills to facilitate coordinated planning processes, including the ability to balance diverse needs and interests while achieving consensus and maintaining positive working relationships.

Assets:

  • Strong planning, organizational, and analytical skills in order to coordinate projects and priorities that require input from all branches within the Division.
  • Ability to be flexible, think analytically and creatively, analyze issues, and recommend practical solutions.
  • Office located in Edmonton (John E Brownlee Building, 10365 97 Street NW)
  • Hours of work:7.25 hours per day/ 36.25 hours per week.
  • Monday to Friday 8:15am to 4:30pm
