Job description

Reporting to the Senior Manager of Strategic Procurement – Telecommunication Services, the Manager of Strategic Procurement is responsible for managing the contracting process for telecom services and maintaining business relations with suppliers. This role involves identifying internal client needs, leading negotiations, and managing contractual agreements from supplier identification, RFQ, selection, negotiation, renewal, to service implementation.

The manager supports the Director, Senior Manager, operational teams, and other business units related to this commodity.

Role and Responsibilities:
  1. Analyze internal customer needs for telecom services;
  2. Develop and manage supplier relationships;
  3. Keep stakeholders informed about activities related to this commodity;
  4. Recommend optimal sources of supply;
  5. Serve as the main contact for contractual issues with managed suppliers;
  6. Define negotiation strategies to meet client needs and reduce costs;
  7. Make recommendations for contract awards;
  8. Prepare RFQs, evaluate proposals, and negotiate contract terms;
  9. Draft and review contractual clauses in collaboration with legal;
  10. Manage contracts to ensure compliance and address deviations;
  11. Maintain contract databases and monitor renewals;
  12. Evaluate supplier performance and address non-compliance issues;
  13. Contribute to process improvements related to this commodity;
  14. Collaborate with the Procurement team;
  15. Participate in training new employees;
  16. Perform other related tasks as needed.
Qualifications:
  • Bachelor's degree in administration, procurement, law, project management, or related field, or equivalent experience;
  • At least three years of experience in negotiation and project management;
  • Fluent in French and English (spoken and written);
  • Proficient in Windows, Excel, Word, PowerPoint; experience with SAP (MM, PS, Sourcing) is an asset;
  • SCMP designation and procurement technology skills are assets;
  • Experience in telecom and high-tech markets is an asset.
