Job Description

NOTE: The posting will remain open until a successful candidate is identified. Reporting to the Director, Law and Regulatory, the Manager, Regulatory Operations and Tariffs will lead and manage tariff matters such as General Tariff Applications (GTA), Deferral Account Applications and other related regulatory matters including industry trend analysis. The role involves leading direct reports in project scope analysis, financial evidence development, scheduling, managing cross‑functional teams, task assignment, progress monitoring, feedback, document management and final reporting. The Manager may also serve as a witness on various regulatory financial tariff issues and will act as a trusted advisor to senior management in the Law and Regulatory and Finance departments.

Responsibilities
  • Lead the development of the General Tariff Application and the proceedings before the Alberta Utilities Commission.
  • Project‑manage and advise on regulatory matters related to the implementation of regulatory decisions and the preparation of policy and economic research reports.
  • Act as an expert in financial regulatory matters, providing required data to AltaLink’s Corporate Finance Department for use in corporate budget development.
  • Serve as an expert in regulatory accounting, ensuring consistent alignment, interpretation, and operationalization of corporate financial information in regulatory filings.
  • Sign‑off on AltaLink financial statements with respect to revenue recognition and associated provisions.
  • Monitor compliance and reporting of Alberta Utilities Commission directives relating to tariff matters.
  • Manage the internal process concerning, and participate in, industry consultations on regulatory matters.
  • Direct and perform skilled economic and financial analytical work of high complexity in support of regulatory proceedings and executive decision‑making.
  • Oversee direct reports, ensuring successful work/project plan organization, execution, and closure of assigned regulatory issues.
  • Uphold AltaLink’s reputation and credibility on tariff‑related matters.
  • Develop project plans, including scope, objectives, tasks, resource quantification, and budget and timeline determinations.
  • Provide performance feedback to supervisors and staff from other departments.
  • Assist the executive team in evaluating and developing recommendations on tariff and rates‑related issues.
  • Review, develop, revise, or maintain complex models necessary for regulatory applications, testimony in proceedings, and implementation of ABUC decisions.
  • Set direction for the Law and Regulatory Department’s electronic document management system with respect to all regulatory matters.
  • Demonstrate key behaviors and meet expectations outlined in AltaLink’s four cultural pillars: one team, continuous improvement, customer focus, and personal accountability.
Qualifications
