Job summary

Metrolinx, an agency of the Government of Ontario, is seeking an experienced Construction Planning Lead for an 18-month contract. You will oversee track protection to ensure public safety, manage on-track access for construction, and coordinate across the GO Transit and UP Express network.

This role involves developing access planning, managing contractor compliance, and communicating service changes to internal stakeholders.

Qualifications

  • Degree in Engineering or a related discipline, or equivalent combination of education and experience.
  • 8+ years of senior construction planning experience, including regulatory compliance and contract management.
  • Knowledge of contract law, safety legislation and railway construction practices.

Responsibilities

  • Oversee track protection to ensure public safety and monitor incidents.

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. What will I be doing?

Managing oversight for track protection ensuring public safety, operational impacts and supporting internal investigations as it relates to incidents on track.

Managing on track access for construction as it relates to the efficient and safe movement of Metrolinx assets and Customers.

Manages and coordinates the overall daily workblock plan of the Metrolinx network while maintaining GO Transit and UP Express service network through the NOC and Rail Operations.

Manages implementation of requests for track access during construction and project phases. Plans and coordinates responses, and communicates service changes and adjustment updates to internal stakeholdersduring service adjustments, and possible delays (e.g. remote GO Station and Terminal platform announcements and announcements on board trains and buses.

Manages and leads the development of access planning, contractual and project requirements, and terms and conditions to ensure full contractor compliance relative to rail corridor access use and activities;recommends changes to procedures to improve management of risks and liabilities

Manages and oversees the planning and implementation of multiple and simultaneous CPG construction works, third party works, and maintenance on all active Metrolinx and host railway owned rail corridors to ensure efficient utilization of rail corridor access and track protection while minimizing stakeholder impact

  • Provides oversight to ensure that Metrolinx stakeholders are not adversely affected by the execution of contracted construction work on active rail corridors
  • Interacts with a wide variety of construction and engineering professionals to ensure contract and safety compliance for all projects requiring rail corridor access

Optimizes rail corridor access and track protection planning and monitors construction activities to identify risks and opportunities and develop mitigation plans

Implements planning and scheduling activities that support the overall CPG project requirements while minimizing the impact to stakeholders

Identifies opportunities to improve the planning and management of rail corridor access and track protection services to support CPG projects

Oversees the accurate accounting of rail corridor access and track protection risks and ensures risks are appropriately translated into financial, operational and schedule risks and that mitigation measures are provided in sufficient detail

What Skills and Qualifications Do I Need?

  • Completion of a degree in Engineering, or a related discipline – or a combination of education, training and experience deemed equivalent
  • Minimum eight(8) yearsprogressively senior experience leading construction functions, service and/or construction planning including regulatory compliance, contract development, negotiation and management, and monitoring contractor compliance
  • Knowledge of Contract Law, the Occupational Health and Safety Act, Environmental Assessment Act, and railway infrastructure construction and construction practices

Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (e.g. development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives

Analytical and problem-solving skills to monitor contractor performance and contract compliance with legal and regulatory requirements and contact terms and conditions and to proactively develop contingency plans to respond to issues

Interpersonal and oral/written/presentation skills to manage all facets of rail corridor access related services to ensure construction works are planned and coordinated for safety, track protection is provided, and that the works are safely and effectively executed
