Job Summary:

The Vancouver Public Library is seeking a strategic and collaborative leader to join its exempt management team. Reporting to the Director, Planning & Communications, the Manager, Policy & Planning is responsible for system-wide planning, analysis, and research projects, fostering a culture of evidence-based decision making across the organization. The Manager leads the development, implementation, and evaluation of VPL’s Strategic Plan, Indigenous Rights and Reconciliation Strategy, and maintains VPL’s policy management framework.

Working onsite at the iconic Central Library in downtown Vancouver, this role manages a Senior Analyst, Planning Analyst, and Indigenous Planner, providing business planning, project management, and policy expertise to support cross-departmental teams, senior leadership, and the VPL Board.

Education and Experience

  • Degree in Commerce, Public Policy, or other relevant discipline (masters preferred) and minimum five years relevant experience; minimum of two years in a managerial role supervising a team; or equivalent combination of education, training, and experience.
  • Experience in development of organizational strategic plans and identifying performance measures to support and inform strategic decisions.
  • Experience in and knowledge of the public sector, working in an environment that balances public policy and business objectives, are considered assets for this position. Experience in a unionized environment is also beneficial.

Required Knowledge, Ability and Skills:

  • Demonstrated management skills, balancing independence, initiative and decisiveness with good judgement and a collaborative approach.
  • Strong research, analytical and problem-solving skills; the ability to think objectively and innovatively, and to present solutions in clear and compelling terms.
  • Knowledge of key principles and practices in the development and administration of organizational policy.
  • Strong leadership and interpersonal skills with the ability to build and maintain effective teams and respectful working relationships with internal and external contacts.
  • Excellent verbal and written communication skills; effective presentation skills.
  • Excellent facilitation, conflict management, and problem-solving skills.
  • Excellent organizational and project management skills, with the demonstrated ability to concurrently manage multiple tasks and competing priorities.
  • Strong commitment to serving internal clients; open, pragmatic and responsive to clients and community.
  • Cultural awareness, familiarity with principles of Indigenous reconciliation.
  • Understanding of the role of public service, including the ability to remain impartial and non-partisan.
  • Demonstrated level of professionalism and confidentiality with strong ethics.

Salary: $111,139 to $138,924 annually
