Position Purpose

This position is responsible for the planning and policy design of key emerging opportunities and solid waste operations such as organics and solid waste initiatives that contribute to the overall goal of maximizing the recovery of resources and limiting landfilling as a waste disposal alternative.

Key Accountabilities/Position Outcomes
  • Manages CRD waste reduction programs to minimize operating costs and maximize program revenues while ensuring optimal, uninterrupted service to the residents of the CRD.
  • Coordinates the research, development and implementation of environmental resource management programs that are environmentally, socially and financially sustainable and liaises with CRD Board, committees, subcommittees and the Public.
  • Ensures policies, structures, systems, resources and management practices are in place and effective to support ERM programs.
  • Creates, implements and administers environmental resource management by-laws and licensing requirements to ensure regulatory compliance and interacts internally with other departments and externally with legal staff and public agencies.
  • Plans, coordinates, monitors and manages ERM budgets to ensure fiscal responsibility, including minimizing costs and increasing revenues.
  • Provides supervision and guidance to a team of planning staff, creating a team environment, coaching staff, evaluating performance and imposing discipline as necessary.

  • Thorough knowledge of provincial waste management regulations, local bylaws, rules and regulations governing environmental resource management and solid waste programs.
  • Ability to hire, administer and monitor the operations and performance of contractors and consultants.
  • Ability to establish and maintain effective working relationships with staff, contractors, government agencies, consultants and the public.
  • Ability to prepare strategic and long term budgets and revenue forecasts, operational reports and records
  • Strong dispute resolution and mediation skills.
