Department Overview:

CCPL&PL includes Delivery (Card Payment Journey), Loyalty ART and TD Cards (including MBNA) which is the second largest dual issuer of Visa and MasterCard products and holds the position of #1 market share in Canada. TD Consumer and Business credit cards are distributed nationally, leveraging our retail distribution network, direct response channels and key co-brand partnerships including Aeroplan.

As a member of the Strategic Partnerships & Support Team within Canadian Credit Cards, the Manager - Payment Network Compliance - Visa Debit will report to the Senior Manager and will act as the primary interface between the Debit business with Visa with respect to Network rules, network bulletins and change.

This role will have accountability for setting up a monitoring program for the Visa Debit network rules, a process for tracking completion of these changes. This role would also be primary for ingestion, socialization, and prioritization of change bulletins to ensure TD remains compliant, but also capitalizes on new opportunities. The Debit business would rely on the expertise of the incumbent to help clarify Visa network rules.

Success will require a solid understanding of the strategic needs of the EDB business looking for ways in which the network can provide support, while also mitigating our risk of being offside with critical network rules. This is often done by consulting with Technology, Fraud, FCMG, Product Owners and Risk Partners regarding current or potential capabilities and integration points with TD.

It will be critical for the successful candidate to have a solid understanding of the Payment Networks, their rules structure and notification processes.

Key Accountabilities:

Reporting to the Senior Manager, Strategic Partnerships & Support, Manager - Payment Network Compliance - Visa Debit is accountable to:
  • Develop a Network Rules Monitoring Program - leveraging the existing Credit Cards process, and create an implementation roadmap
  • Participate in a multi-stakeholder forum for review of network bulletins/changes. This role will need to ensure each bulletin receives a fulsome review for understanding of impacts, assign it for delivery AND follow up to ensure delivery met the expectations of that mandate/rule.
  • Facilitate forums for TD and Visa to meet as needed to exchange information about additional insights into network changes, mandate consultation, waivers and any other rules related information exchange.
  • Work with team to optimize information sharing across lines of business regarding Visa Rules management.

  • Solid understanding and experience with Payment Networks, specifically Visa and with how Debit Payments work
  • Exceptional Relationship Management skills both internal and with third parties

  • Strong team player, able to develop lasting relationships, and demonstrated ability in working effectively in cross-functional teams.

  • Understanding of internal applications which support Debit card processing is an asset
