Job summary

The Toronto Parking Authority seeks a Manager of Parking Operations and Maintenance to lead a high‑performing team across off‑street facilities. You will oversee custodial maintenance, ambassadorial programs and safety initiatives, driving service quality and operational excellence.

Responsibilities include supervising supervisors, coordinating staffing under the Collective Agreement, and collaborating with HR on hiring and performance management while ensuring OHSA, WHMIS, and accessibility

Qualifications

  • Minimum 5 years’ experience in operations and/or parking management.
  • Minimum 3 years in a supervisory role, preferably in a unionized environment.
  • Direct experience in custodial maintenance with knowledge of commercial cleaning equipment and chemicals is an asset.
  • Experience with staffing, resource allocation, budgets, procurement and contract management.
  • Proficiency with health and safety statutes (OHSA, WHMIS, Employment Standards Act) and accessibility standards (AODA).

  • Lead day-to-day delivery through supervision of staff and adherence to the Collective Agreement.
  • Plan, coordinate and direct scheduling of supervisors and staff; manage performance and development.

About The Role

The Manager, Parking Operations and Maintenance, as a senior member of the Operations department management team, supports and collaborates with the Director, to lead and motivate their team in the consistent delivery of high-quality day-to-day performance in all TPA- operated parking garages and lots. This role assumes functional oversight of custodial maintenance and ambassadorial services of TPA Off-Street operations.

Responsibilities
Facilities and Custodial Maintenance Management
  • Assists in the development and performance of the custodial maintenance executional framework to ensure facilities are clean and maintained at industry leading standards
  • Monitors the cleanliness and maintenance of facilities using a structured periodic audit program and arranges maintenance and repair needs for all TPA facilities in collaboration with the Facilities Maintenance team
  • Manages and maintains accountability for the efficient and effective use of all materials, vehicles, equipment, tools, and supplies required for custodial maintenance activities
  • Identifies areas for continuous improvements in work processes, policies, standard operating procedures, equipment, work methods and communication
  • Provides business relationship oversight for off-street operations contracts and oversees associated inspection requirements of work performed by contractors
  • Complete other duties as assigned.
Garage Ambassadorial Program Management
  • Manages the delivery of face-to-face customer service through the effective deployment of Ambassadorial staff at specific TPA garages
  • Creates customer service standards for the Ambassadorial program, ensuring they are maintained through effective supervision of Ambassadorial staff by the supervisory team
  • Supports safety and security at TPA garages and lots by conducting regular analysis of garage security needs in collaboration with internal and external security partners
Leadership and Employee/Labour Relations
  • Oversees the day-to-day delivery of custodial maintenance, ambassadorial programs, supervision and staffing of the TPA’s Off-Street Operation through effective leadership, coaching
  • Ensures effective teamwork, a high level of work quality and group and individual performance of the team; encourages innovative and critical thinking
  • Plans, coordinates, and directs activities and schedules of supervisors and staff involved in the delivery of custodial maintenance, in accordance with the Collective Agreement
  • Works closely with HR to effectively manage hiring, performance management, progressive discipline, grievance procedures, training and development and retention
  • Monitors the attendance, appearance and conduct of supervisors and staff, and ensures their adherence to operating policies, procedures, and standards
  • Ensures compliance with applicable laws including Occupational Health and Safety and Regulation for Industrial Establishment, WHMIS Regulation, Employment Standards Act, Accessibility for Ontarians with Disabilities Act and Ontario Human Rights Code
  • Collaborates with other functions, departments and external partners in the pursuit of enterprise initiatives
  • Participates in the Joint Health & Safety Committee; provides leadership in developing, communicating, and implementing health and safety requirements and initiatives
  • Manages unionized teams effectively in compliance with the Collective Agreement and engages with union representation as needed to resolve labor issues
Budgetary Responsibilities
  • Assists in the preparation of annual operating budget for off-street operations with emphasis on labor management and capital expenses; manages operating expenses
  • Supports the procurement of operating equipment as it relates to the annual Capital
Stakeholder Relations and Community Liaison
  • Responds to citizen inquiries and liaises with local business community and other TPA stakeholders on TPA off-street operations projects that affect the community.
Qualifications
  • A degree or diploma in Business or Operations Management is considered an asset
  • Minimum 5 years’ experience in operations and/or parking management; minimum 3 years in a supervisory role, preferably in a unionized environment
  • Direct experience in custodial maintenance with a working knowledge of commercial cleaning equipment and chemicals is considered an asset
  • Experience in staffing and resource allocation
  • Strong working knowledge of Occupation Health and Safety Act, WHMIS, Employment Standards Act, Human Rights Code and AODA
  • Experience with coaching, interviewing and performance management
  • Proficiency with MS Office
  • Experience with budgets, procurement, and contract management
  • Conflict resolution, problem solving and negotiation skills. Sound judgement, prioritization, and decision-making skills
  • Excellent interpersonal skills with the ability to establish and maintain good working relationships, demonstrated ability to work as an effective team member
  • Valid G driver’s license with access to a vehicle for frequent travel to TPA facilities.
