Job summary

The University of Toronto is seeking a Parking Control Officer to manage campus parking operations at the St. George campus in downtown Toronto. You will monitor parking, issue violations, assist the campus community, and help maintain orderly parking procedures.

Strong customer service, cash handling and outdoor work ability are essential. A Grade 12 education and a valid Ontario Class G license are required; MLEO certification can be pursued.

Qualifications

  • Completion of Grade 12 or equivalent.
  • At least 2 years in customer service with heavy public interaction.
  • Experience in parking control procedures.
  • MLEO ticketing experience would be an asset.
  • Experience handling cash, making change, and balancing.
  • Excellent communication skills (oral and written).
  • Ability to obtain MLEO certification.
  • Provincial Class G driver's license in good standing.
  • Good physical condition; able to work outdoors in all weather.

Responsibilities

  • Patrol campus to monitor and control parking as Municipal Law Enforcement Officer.
  • Issue Parking Violation Notices to violators according to city procedures.
  • Issue written warnings and arrange towing when needed.
  • Appear in Municipal Court to provide evidence for parking violations.
  • Advise faculty, staff, students and visitors on parking matters.
  • Operate parking kiosk, sell cash parking and issue PVNs as required.
  • Maintain radio communications with supervisor for guidance.
  • Assist in cash handling and bank deposits when necessary.
  • Notify Campus Safety in unusual or crime-related incidents.
  • Instruct drivers on parking-related matters.
  • Perform minor repairs/maintenance as required.
  • Operate a vehicle for surveillance or transport of equipment.

Description:

Transportation Services supports and manages all forms of transportation on the St. George campus including campus shuttles, parking, parking permits, EV charging and bike sharing. Under general supervision, the Parking Control Officer controls the parking of vehicles on the campus.

TYPICAL DUTIES:

The following illustrative tasks indicate the level of skill required, and the extent of responsibility involved in this job. They in no way limit the incumbent to the tasks indicated.

  • In their capacity as a Municipal Law Enforcement Officer under the Toronto Municipal Code, Chapter 915, patrol the campus to monitor and control the parking of vehicles.
  • Issues Parking Violation Notices (PVN's) to vehicles violating parking regulations on University of Toronto property or to the persons who have the care and control of such vehicles in accordance with the procedures of the Toronto Municipal Code, Chapter 915, these procedures include the completion and signing of a Certificate of Parking Violation Notices to be received as evidence in court for each PVN given.
  • Issues written warnings to receipt holders to inform them about parking violations.
  • Arranges to have improperly parked vehicles towed.
  • When required appears in Municipal Court in order to give evidence concerning parking violations on University of Toronto property.
  • Advises and assists faculty, staff , students and visitors with respect to the parking of vehicles on campus.
  • Takes responsibility for a parking kiosk on an as‑needed basis, selling cash parking, giving directions and information about parking and the University in general as well as issuing PVN's to parking violators in the area.
  • Keeps their supervisor informed by radio communication to advise on and receive direction about situations and incidents with respect to parking on the campus.
  • Assists in clearing cash boxes in parking ticket dispensing machines, transporting and securing funds as necessary; may accompany office staff to the bank to deposit cash.
  • Notifies Campus Safety Special Constable Service in the event of an unusual (crime‑related) occurrence on campus.
  • Instructs drivers on all parking‑related matters.
  • Assists, when required, in performing minor repairs and maintenance duties
  • Operates, when required, a motorized vehicle; this could be to under take urgent parking surveillance or action to transport, load or unload parking‑related equipment.
  • Other related duties as required.

QUALIFICATIONS:

Education

  • Completion of Grade 12 or equivalent combination of education and experience.

Experience

  • A minimum of two (2) years experience in a customer service position involving considerable public contact in stressful situations.
  • Experience in parking control procedures.
  • Experience as a Municipal Law Enforcement Officer for the purposes of ticketing would be an asset.
  • Experience in handling cash, making change and balancing.

Other

  • Excellent communication skills (oral and written).
  • Considerable customer service and public relations skills (tact, diplomacy and discretion).
  • Ability to obtain and maintain the Municipal Law Enforcement Officer (MLEO) certification, for the purposes of issuing parking infractions.
  • Must be in possession of a Provincial Class "G" driver's license in good standing.
  • Must be in good physical condition and be able to work outdoors in all weather conditions.
