Compensation Details :

  • Mgr Vendor & Supplier Mgmt 19: Salaries typically range from $109,810 to $146,413 annually, based on qualifications and experiences, plus a performance-based incentive.

Location:

  • Export Development Canada operates in a hybrid work environment, currently requiring employees to work in the office 3 days per week. (subject to change)
  • This role can be performed from EDC’s headquarters in Ottawa.
  • Relocation assistance is available for candidates who meet the eligibility criteria.

Team Overview:

  • The Digital & Technology Solutions (DTS) group under the leadership of the Chief Information Officer was established in 2023 with the mission of empowering our customers and colleagues to take on the world, by seamlessly delivering secure and reliable digital experiences. Digital & Technology Solutions has set out to achieve the following objectives for EDC:
    • Define, execute, and sustain the integrated technology target state, target data model and technology operations required to enable EDC’s 2030 business transformation.
    • Establish and manage the rolling 3 Year Digital Roadmap that sequences the technology outcomes required to achieve the technology target state and facilitate its execution across all domains in the organization.
    • Keep pace with industry trends and emerging technologies, ensuring EDC has access to the digital technology tools it needs to stay relevant in the market and grow Canadian global trade.
    • Lead and ensure integrated digital, data, infrastructure, and cybersecurity implementations to create excellent customer, user, and employee experiences.
  • As the Manager of the Digital Office Services (DOS) team, you will lead a high-performing group at the heart of operational excellence within the Digital & Technology Solutions (DTS) organization. This role offers a unique opportunity to shape and streamline critical business support services that enable technology leaders to focus on strategic innovation. You’ll oversee a broad portfolio of services—from managing technology contract invoices to coordinating external workforce processes—ensuring consistency, compliance, and clarity across the IT landscape. Your leadership will be instrumental in driving process improvements, enhancing service delivery, and fostering a culture of operational rigor and continuous improvement.
  • This is a highly collaborative role that places you at the intersection of technology, finance, procurement, and technology vendor management. You’ll work closely with internal partners such as Procurement, Accounts Payable, Security, and the DTS Leadership team to align and evolve processes that support a growing and dynamic organization. Your ability to lead change, build trusted relationships, and deliver results will be key to the team’s success. What you will be doing:

  • Foster strong, trust-based relationships across the Digital & Technology Solutions (DTS) group and with key partners such as Procurement, Accounts Payable, and Security.
  • Empower team members by clarifying roles, sharing knowledge, and creating space for them to lead process improvements and operationalize solutions that enhance service delivery.
  • Champion the purpose and value of the DOS team within the broader DTS strategy by translating the team’s operational mandate—such as expense entry, invoice processing, and external workforce coordination—into clear, actionable goals that align with EDC’s strategic vision.
  • Support the growth and development of a team managing repeatable operational processes by ensuring each team member has the clarity, feedback, and support needed to thrive.
  • Encourage continuous learning and cross-functional collaboration to build a resilient, agile team capable of adapting to evolving business needs.
  • Act as a change leader by transparently communicating evolving service requirements and organizational priorities, and help the team and stakeholders navigate change by actively listening, addressing concerns, and promoting inclusive, agile thinking.
  • Drive continuous improvement by identifying inefficiencies and implementing enhancements that align with enterprise goals.
  • Interpret and apply procurement, financial, and IT governance policies to ensure consistent and compliant execution of DOS services.
  • Develop and refine procedures that support policy adherence and operational excellence, and monitor their implementation across the team.
  • Serve as a trusted advisor to internal clients across DTS and EDC, building credibility through reliable service delivery and proactive problem-solving.

What we are looking for:

  • A post-secondary degree or diploma in Business Administration, Information Technology, or a related field.
  • Minimum of 7-10 years of experience managing or leading operational support functions within an IT or technology-focused environment.
  • Demonstrated experience leading a team responsible for delivering critical business services and proficiency with performance management and talent development.
  • Strong understanding of IT financial governance, invoice processing, and procurement requisition systems.
  • Proven track record of creating a team culture of trust and inclusion and developing talent.
  • Demonstrated ability to lead process improvement initiatives, manage change, and align cross-functional teams to implement new or evolving business processes.
  • Experience building and maintaining collaborative relationships with internal stakeholders (e.g., Procurement, Accounts Payable, Security, IT leadership) and external vendors.
  • Bilingual in both official languages (French and English).
