Job summary

CIHI is seeking a Manager, Indigenous Health, Governance and Partnerships to lead a multidisciplinary team and deliver policy-relevant analytics and reporting for First Nations, Inuit and Métis health priorities. The role focuses on governance, partnerships and engagement across a broad health data ecosystem.

The Manager provides strategic leadership, ensures data quality and privacy compliance, and liaises with diverse governments, communities and partners to advance CIHI’s FNIM priorities and

Qualifications

  • Minimum 5 years’ related experience in a health care environment with data and governance.
  • 3+ years’ demonstrated people leadership experience.
  • Experience managing complex, multi-stakeholder projects.
  • Domain experience in Indigenous health and FNIM governance.
  • Ability to build trusted relationships at all levels and translate complex data for diverse audiences.

Responsibilities

  • Oversee data intake, linkage, validation and secure handling per privacy policies.
  • Build relationships with internal and external partners; chair advisory groups as needed.
  • Translate findings into reports, dashboards, briefs, and presentations; support dissemination.
  • Contribute to planning and evaluate product impact; align analytics with priorities.

Why is this role important?

The Manager leads a multidisciplinary team to plan, deliver and continuously improve high quality, policy relevant analytics, indicators and reporting products that inform health system decision making across Canada. The Manager combines strategic leadership, program and project management, methodological oversight and stakeholder engagement to ensure portfolio products and outputs are delivered on time, within budget and to CIHI’s standards for data quality, privacy and reproducibility. The Manager liaises with a broad range of First Nations, Inuit and Métis governments, communities, organizations and partners across the health data ecosystem, supporting the Vice President, Director and CIHI’s FNIM governance, partnership and engagement objectives. The Manager provides strategic leadership in building and managing relationships and partnerships to support First Nations, Inuit and Métis health data governance and information priorities and fosters collaboration and alignment across CIHI.

What you'll do
  1. Lead and develop a high-performing multidisciplinary team, promote a culture of accountability, innovation, learning, continuous improvement and service excellence through coaching and providing/soliciting effective performance feedback.
  2. Provide strategic planning and day-to-day management for assigned portfolio(s), ensuring alignment with assigned budget, branch objectives, and corporate priorities.
  3. Develop and monitor budgets, operational and strategic plans and project management artefacts (e.g. project charters, risk/issue registers) as applicable to the assigned portfolio.
  4. Lead the development and implementation of communications, knowledge exchange and engagement strategies to strengthen CIHI’s relationships and presence with First Nations, Inuit and Métis governments, communities and organizations, ensuring alignment with CIHI’s strategic priorities.
  5. Lead the development and maintenance of analytics, information products, tools, measures, and indicators, providing oversight and ensuring appropriate quality assurance.
  6. Oversee data intake, linkage, validation and remediation activities; ensure secure handling and disclosure control in line with CIHI privacy and security policies.
  7. Develop and maintain relationships with internal partners, external stakeholders, and peer organizations; chair or support advisory groups and represent CIHI in external forums.
  8. Knowledge translation and external representation: ensure findings are translated into clear reports, dashboards, briefing notes and presentations; lead dissemination and uptake strategies and contribute to publications and conference activities.
  9. Contribute to branch and corporate planning, performance measurement and evaluation of product impact; identify opportunities to align analytic work with strategic priorities.
What you'll bring to the table
  • Minimum 5 years’ related experience in a health care environment, with expertise in standards, data analysis, and database management, including at least 3 years’ demonstrated people leadership experience.
  • Demonstrated experience managing complex, multi stakeholder projects in a matrix environment and delivering policy relevant analytic products.
  • Domain experience relevant to Indigenous health, Indigenous data governance and FNIM rights.
  • Demonstrated knowledge of First Nations, Inuit and Métis political and government contexts, health sectors and related issues as they relate to health and health information.
  • Ability to develop and maintain trusted relationships at all levels.
  • Knowledge of project management tools and strong documentation/version control practices.
  • Understanding of health system performance measurement, indicator development, and Indigenous data governance, and health system structure.
  • Strong analytic rigour and quality focus.
  • Excellent stakeholder engagement, negotiation and partnership building.
  • Clear written and oral communication; ability to translate technical content for diverse audiences.
  • Sound ethical judgment and commitment to privacy and data stewardship.
Additional Requirements
  • Primary locations: Toronto or Ottawa.
  • Occasional travel may be required.
  • Must comply with all CIHI workplace policies, including privacy and confidentiality.
  • Fluency in English is required, bilingualism in both official languages is an asset.
  • Remote work arrangements may be available for First Nations, Inuit, and Métis candidates who reside within their communities. Preference will be given to those who self-identify as First Nation, Inuit, and Métis.
