Here's how a Manager Finance & Commercial Risk for our Saskatoon office contributes to our team:

Responsibilities

• Manage all district financial reporting, including monthly operations, quarterly financials, mid-year/year-end business planning, district review, and financial year-end accounting; delegate tasks to ensure accuracy and timeliness in accordance with legislation, contracts, and PCL policies.
• Implement and monitor adherence to district and company policies to maintain effectiveness.
• Act as the district chief security officer (CSO), ensuring compliance with federal government contract security requirements.
• Serve as the district compliance officer (DCO), implementing procedures, audits, controls, and training per DBUSG policy.
• Notify relevant contracts before submitting bids or proposals, and report to the GCCO on regulatory compliance issues.
• Ensure accuracy of ad hoc reports for district management and stakeholders.
• Evaluate and coordinate insurance, bonding, and performance securities to meet contract and corporate requirements.
• Assist in preparing contract documents and ensure proper execution.
• Oversee district planning processes and manage financial/business issues as needed.
• Oversee preparation of insurance, SDI, and legal claims to maximize recovery.

Qualifications

• Undergraduate degree or diploma in a related field.
• Accounting designation is an asset.
• 12+ years of progressive accounting experience in construction or related industry, with 4+ years in risk management and legal issues; on-site project experience is a plus.
• 5+ years supervisory experience managing the Finance and Commercial Risk department.
• Strong financial management skills, including advanced accounting, budgeting, forecasting, analysis, and reporting.
• Knowledge of labor agreements, legislation, and company policies, with ability to influence strategy.
• Advanced understanding of government legislation on payroll, accounting, and standards.
• Expertise in lien rights, contract language, bid and contract securities, and insurance related to risk management.
• Strategic thinking, negotiation skills, and risk interpretation expertise to protect PCL interests.
• Knowledge of contract/construction law related to tenders, contracts, and claims.
