Here's how a Manager, Finance & Commercial Risk for our Saskatoon office contributes to our team:

Responsibilities

• Manage all district financial reporting, including monthly operations, quarterly financials, mid-year and year-end business planning, district review, and financial year-end accounting; delegate tasks to ensure accuracy and timeliness in accordance with legislative requirements, contract terms, and PCL policies.
• Implement, monitor, and ensure adherence to district and company policies and procedures to maintain effectiveness.
• Serve as the district chief security officer (CSO), ensuring compliance with federal government contract security requirements.
• Act as the district compliance officer (DCO), implementing procedures, audits, controls, and training as directed by the Doing Business with US Governments (DBUSG) policy.
• Provide notifications to relevant contracts per DBUSG policy before submitting bids or proposals, and report periodically to the government chief commercial officer (GCCO) on compliance issues.
• Ensure the accuracy of ad hoc reports for district management and stakeholders.
• Evaluate and coordinate insurance, bonding, and performance securities to meet contract and corporate requirements.
• Assist in preparing contract documents and ensure proper execution of agreements.
• Lead all district planning processes.
• Manage financial and business-related issues as they arise.
• Oversee the preparation of insurance, subcontractor default insurance (SDI), and legal claims to maximize recovery in accordance with policy.

Qualifications

• Undergraduate degree or diploma in a related discipline.
• Accounting designation is an asset.
• At least 12 years of progressive accounting experience in construction or related industry, with 4 years in risk management and legal issues preferred. On-site project experience is a plus.
• Over 5 years of supervisory experience managing the Finance and Commercial Risk department.
• Strong financial management skills, including advanced knowledge of accounting procedures, budgeting, forecasting, analysis, and reporting.
• Knowledge of labor agreements, government legislation, and PCL policies, with the ability to influence district strategy.
• Advanced understanding of government legislation related to payroll, accounting, and accepted accounting standards.
• Expertise in lien rights, contract language review, and negotiation.
• Advanced knowledge of bid and contract securities, insurance, risk management, and claims management.
• Strategic thinking, negotiation skills, and risk interpretation abilities to protect PCL interests in contracts.
• Knowledge of construction law related to tenders, contracts, and claims.
