Duties
This is a non-exhaustive list of duties associated with the position and may vary depending on Division:1. Exercises Ministerial delegation of authority under the Aeronautics Act and the Canadian Aviation Regulations (CARs) and manages the oversight of Ministerial delegation granted to enterprises, organizations and individuals within the service areas.2. Manages the provision of specialized engineering expertise to support the evolution of the regulatory framework by the Standards Branch by participating in international and domestic committees and working groups, and by providing leadership and direction for the evolution of policies and processes governing the approval or continuing airworthiness of aeronautical products.3. As a subject matter expert in airworthiness of aeronautical products, leads professional engineering staff conducting oversight of approved organizations including DARs, DAOs, AEOs, aircraft owners, operators, certificate holders, and foreign airworthiness authorities, culminating in the approval of aeronautical product designs, design changes, mandatory continuing airworthiness actions or alternative means of compliance; communicate with individuals and senior managers of organizations, enterprises and other government agencies on all aspects of the National Aircraft Certification program.4. Manages and directly supervises assigned human, financial and material resources, as well as Occupational Safety and Health (OSH) and administrative requirements; as required, leads / participates in multidisciplinary teams; and participates in Division management team efforts.

However, employees have the option to work from the Cleopatra location in Ottawa or a new building planned to open soon in St. Laurent, QC. They will be working in an office environment and will have the opportunity to work remotely 1 day a week under the Treasury Board Secretariat policy. On occasion, there may be a requirement to travel for work to perform the duties of the position.

The immediate intent of the process is to staff one position immediately.The position being staffed is bilingual imperative CBC/CBC or a bilingual non-imperative CBC/CBC; thus, we encourage unilingual candidates who are interested in becoming bilingual to apply.This may result in the creation of a pool of qualified and partially qualified candidates within Transport Canada, and it is anticipated that more needs will arise. This pool may be used for staff in similar positions with various tenures.

You need (essential for the job)

• Education / Occupational CertificationEducation
  • ED: Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.
  • AND/OR Occupational Certification: Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position. Note: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
• Experience
  • EX1: Significant experience in design, development, testing or certification of aircraft powerplant systems.
  • EX2: Experience providing technical advice and recommendations to senior management (Director level and up) on engineering-related issues.
  • EX3: Experience in developing and maintaining consultative and collaborative working relationships with stakeholders, including technical teams, consultants and/or contractors in a regulated engineering environment.
  • Definition: Significant is defined as the depth and breadth of experience working on a wide range of activities associated with the full‑time performance of the duties for a minimum of 6 years. At least one (1) year of this experience must have been attained in the last three (3) years.

• Asset Experience AEX2: Experience conducting or overseeing the type certification of aeronautical products regulatory process within a civil aviation authority or delegated organization.
