Job summary

Newfoundland and Labrador Health Services, Digital Health division, invites applications for a Manager, Data Platform Services. You will lead the provincial data platform, including the Data Lab data warehouse and secure environments for analytics, research and policy purposes.

Reporting to the Director, Data Architecture, you will drive data acquisition, integration, modelling, storage and provisioning across internal and external partners.

Qualifications

  • Undergraduate degree in computer science, information systems, data management, health information management, business, or related field.
  • 5–7 years of progressively responsible experience in data management, data platforms, BI, analytics or healthcare field.
  • Demonstrated leadership or management experience including staff, planning and resource allocation.
  • Experience with enterprise data warehousing, relational and dimensional models, ETL/ELT, secure data-access environments.
  • Experience with analytics and BI technologies such as SQL-based platforms, SAS, SPSS, Python, R, Power BI.
  • Experience with metadata management, data quality, data integration and secure data provisioning.
  • Knowledge of privacy, security and legislative requirements in health data is preferred.

Responsibilities

  • Lead the integrated provincial data platform including enterprise data warehousing and secure data environments.
  • Develop and maintain plans, standards and best practices for data acquisition, integration, modelling and storage.
  • Enable use of provincial data for analytics, BI, health planning, policy development and research.
  • Translate reporting requirements into data products and platform services with stakeholders.
  • Oversee data extraction, de-identification, linkage, storage and secure access per approvals and policies.
  • Manage analytics and BI applications used by analysts, researchers and decision-makers.
  • Develop metadata services and documentation to aid data use.
  • Research and advise on emerging technologies for secure data access and platform modernization.
  • Lead incorporation of AI technologies within NL Health Services policies and governance.
  • Oversee on-call support to maintain platform availability per SLAs.
  • Develop and manage unit budget, priorities, risks and vendor relationships.
  • Build relationships with internal programs and external partners.

About Us

As part of the Newfoundland and Labrador Health Services, the Digital Health division provides quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation, and support health research. We support healthcare within Newfoundland and Labrador, including patients and communities through the delivery of information technology (IT) and digital health services applied in the healthcare system to provide quality care. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.

About the Role

We are currently looking for a Manager, Data Platform Services to join our Data and Information Services team. Reporting to the Director, Data Architecture & Data Platform within the Digital Health division, the Manager, Data Platform Services is accountable for the management, operation and advancement of an integrated provincial data platform. This role involves managing services including the Data Lab provincial data warehouse and multiple secure environments that support internal analytics, external research and evaluation (R&E), business intelligence as well as policy decision-making and innovative application development.

The Manager provides strategic and operational leadership for data acquisition, integration, modelling, storage, provisioning, metadata and master data management. The position works collaboratively with NL Health Services clinical programs, analytics, privacy, security, infrastructure and data governance resources to ensure authorized users have timely and appropriate access to trusted data products.

More specifically, you will be responsible for the following:

  • Lead the management, operation and advancement of the integrated provincial data platform, including enterprise data warehousing and secure internal and external data environments.
  • Develop and maintain operational plans, procedures, standards and best practices for data acquisition, integration, modelling, storage, provisioning, retention, disposal, metadata and master data management.
  • Enable appropriate use of provincial data by internal and external users for analytics, business intelligence, health-system planning, policy development, research, evaluation and innovation.
  • Work collaboratively with clinical and corporate programs, analytics and data governance resources to translate reporting and information requirements into appropriate data products and platform services.
  • Oversee the execution of approved requests for record-level data, including data extraction, de-identification, linkage, storage, retention and secure access in accordance with approval conditions, privacy requirements and organizational policies.
  • Manage and support specialized analytics, business intelligence and data-service applications used by analysts, epidemiologists, researchers, health-system decision-makers and approved external partners.
  • Provide leadership for the development and maintenance of metadata services and documentation that enable users to understand and appropriately use provincial data assets.
  • Research, analyze and advise on emerging technologies and approaches for secure data access, platform modernization and information enablement.
  • Lead the responsible incorporation of artificial intelligence technologies within the data platform and establish operational procedures consistent with NL Health Services AI policies, privacy requirements, security controls and recognized best practices.
  • Manage an on-call support team, including Decision Support Analysts and other data-services resources, to maintain platform availability and performance in accordance with service-level agreements.
  • Manage unit human resources through workforce planning, recruitment, performance management, coaching, mentoring, professional development and the consistent application of human resource policies.
  • Develop and manage the unit budget, operational priorities, service performance measures, risks, vendor relationships and resource requirements.
  • Build and maintain effective relationships with internal programs and external partners, including researchers, academic institutions, government, vendors, industry and other health-system stakeholders.
  • Lead or participate in organizational and provincial committees and working groups related to data platforms, data management, research enablement, analytics, privacy and information governance.
About You

Your education and experience include:

  • An undergraduate degree in computer science, information systems, data management, health information management, business, or another related discipline. A combination of education and experience may be considered.
  • A minimum of five to seven years of progressively responsible experience in data management, data platforms, business intelligence, analytics, database development or a closely related healthcare field.
  • Demonstrated leadership or management experience, including responsibility for staff, operational planning, service delivery, performance management and resource allocation.
  • Experience managing enterprise data warehousing, integrated data platforms, relational and dimensional data models, ETL/ELT processes and secure data-access environments.
  • Experience supporting analytics and business intelligence technologies and services, such as SQL-based platforms, SAS, SPSS, Python, R, Power BI or comparable tools.
  • Experience with metadata management tools, master data management, data quality, data integration, record-level data extraction and linkage, and secure data provisioning.
  • Experience working with health information systems and provincial healthcare data is preferred.
  • Experience supporting production services, service-level agreements and on-call operations is an asset.
  • Knowledge of privacy, security, records management and legislative requirements applicable to personal health information, research data and secondary use of health-system data.
  • Experience introducing cloud, automation, advanced analytics or artificial intelligence capabilities within a governed enterprise environment is an asset.
