Job summary

The Government of Alberta’s Ministry of Mental Health and Addiction seeks a dynamic Manager, Capital Projects in Edmonton to lead a team delivering capital initiatives aligned with provincial priorities.   • University degree in Engineering, Architecture, Construction Administration, Health Sciences, or related field with a minimum of four (4) years of progressively responsible experience related to the role; or equivalent as described below.
  • Experience in capital project delivery, infrastructure implementation, construction coordination, project controls, operational handover, or a closely related field.
  • Professional designation or training related to project management, planning, finance, or infrastructure (e.g., PMP or equivalent).

Role Responsibilities

The Ministry of Mental Health and Addiction is seeking a dynamic Manager, Capital Projects to lead a team responsible for implementing capital initiatives that support ministry and Government of Alberta priorities for the addiction and mental health system. The role is accountable for delivery oversight of approved capital projects, including scope, schedule, risk, issue resolution, stakeholder coordination, project reporting, and transition to operations. The role also intends to provide support for the department’s capital planning process and assist in the preparation of capital plan deliverables.

Responsibilities focus on delivering approved capital projects, typically led by Alberta Infrastructure, from planning phase to construction and subsequently to hand-over to operations. This includes providing consolidated inputs into design of facilities from both a technical and program-focused perspective.

Responsibilities For Both Positions Include
  • Leading grant and contract management related to capital initiatives and consulting services.
  • Coordinating project execution, monitoring milestones, addressing delivery barriers, supporting change management, and ensuring approved capital projects remain aligned with scope, budget, schedule, and ministry priorities.
  • Coordinating and supporting capital planning processes, including needs assessments, business cases, budget submissions, and project planning documentation.
  • Developing high-quality decision materials, including Requests for Decision, Minister's Reports, briefings, and recommendations for senior leadership.
  • Monitoring approved capital projects and providing reports on project progress, risks, issues, and timelines.
  • Providing expertise and advice on capital project delivery, construction-phase governance, risk escalation, implementation readiness, operational handover, policies, procedures, and governance requirements.
  • Managing consultants and delivery partners supporting design development, implementation, construction coordination, commissioning readiness, and handover activities.
  • Managing consultants pertained to support capital planning and project delivery activities.
  • Building and maintaining strong relationships with internal and external stakeholders, including Recovery Alberta, Alberta Infrastructure, Alberta Health, health service providers, Indigenous partners, and community organizations.
  • Leading, coaching, mentoring, and developing a professional team while ensuring alignment with ministry and Government of Alberta priorities.
  • Supporting continuous improvement through development of procedures, project management practices, and operational processes related to capital planning and delivery.

Qualifications

University degree in Engineering, Architecture, Construction Administration, Health Sciences, or related field with a minimum of four (4) years of progressively responsible experience related to the role; or equivalent as described below.

Equivalency

Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.
Required Experience
  • Experience in capital project delivery, infrastructure implementation, construction coordination, project controls, operational handover, or a closely related field.
  • Experience working within complex, multi-stakeholder environments, ideally in the public or broader health sector.
  • Experience preparing briefings, decision materials, and recommendations for senior leadership.
  • Experience leading teams, projects, or work units in a professional environment.
Assets
  • Experience working with or knowledge of Government of Alberta capital project delivery governance, Alberta Infrastructure delivery processes, approvals, reporting, and transition-to-operations requirements.
  • Experience working with or knowledge of Government of Alberta capital planning processes and governance frameworks.
  • Exposure to mental health, addiction, or broader health system capital initiatives.
  • Knowledge of GoA capital legislation, policies, or Treasury Board processes.
  • Experience in the planning, design, or delivery of health care facilities.
  • Professional designation or training related to project management, planning, finance, or infrastructure (e.g., PEng, PMP or equivalent).
