Job summary

The Government of Manitoba, Department of Finance, invites applications for the Manager, Accounting Services in Winnipeg. You will lead the Accounting Services unit and collaborate with senior leaders to strengthen financial reporting and controls across government.

You will oversee accounting transactions, provide interpretation and advice on revenue, expenditures and liabilities, and guide staff through GAAP and government policies in a dynamic public sector environment.

Qualifications

  • Recognized professional accounting designation (CA, CMA, CGA) or equivalent education, training and experience.
  • Experience applying GAAP, government accounting principles, accrual accounting and internal controls in a complex org.
  • Experience interpreting and applying financial legislation, policies, systems and procedures including The Financial Administration Act and related manuals.
  • Experience with SAP financial management systems, including transactions, procurement and reporting.
  • Experience supervising staff within transformation‑focused or change‑driven environment.
  • Strong analytical and advisory skills with ability to provide clear recommendations to staff and senior management.
  • Excellent verbal communication skills and ability to explain financial information to diverse audiences.
  • Excellent written communication skills.
  • Effective interpersonal skills and ability to build relationships with internal and external partners.
  • Strong organizational and time management skills.

Responsibilities

  • Lead the Accounting Services unit within the Transactional Services branch.
  • Provide interpretation, advice and recommendations on revenue, expenditure and liability controls.
  • Review reconciliations on financial control accounts to ensure accurate reporting and control of expenditures, revenues and liabilities.

The Central Finance Division is responsible for ensuring Manitoba Finance and all partner departments are operating in a manner that is transparent, controlled, and in‑line with government mandates and financial policies. Central Finance provides shared financial services for these various partner departments, including Finance, Executive Council, and the Public Service Commission. The division also provides centralized administrative functions related to accounts payable and payroll services for all of government.

As Manager, Accounting Services, you will lead a talented team, collaborate with senior leaders, and help shape sound financial management practices across government. Duties:

Reporting to the Senior Financial Officer, the Manager of Accounting Services is accountable to support senior management both in Finance and in various partner departments in carrying out functions associated with accounting transactions including commitment, accrual and cost accounting, reconciliations; and treasury duties. The incumbent provides interpretation, advice, and recommendations on revenue, expenditure, and liability controls. They review reconciliations on financial control accounts to ensure the accurate reporting and control of expenditures, revenues, and liabilities. They also provide leadership to the Accounting Services unit within the Transactional Services branch.

Qualifications:
  • Recognized professional accounting designation (CA, CMA, CGA) or an equivalent combination of relevant education, training, and related accounting experience may be considered.
  • Experience applying Generally Accepted Accounting Principles (GAAP), government accounting principles, accrual accounting practices, and internal controls in a complex organizational environment.
  • Experience interpreting and applying financial and administrative legislation, policies, systems, and procedures, including The Financial Administration Act, Financial Administration Manual, Comptrollership Framework, General Manual of Administration, and Procurement Administration Manual.
  • Experience with SAP financial management systems, including accounting transactions, procurement processes, and financial reporting.
  • Experience supervising, coaching, and leading staff within a transformation‑focused or change‑driven environment.
  • Strong analytical and advisory skills, with demonstrated ability to assess complex financial issues and provide clear, evidence‑based recommendations to staff and senior management.
  • Excellent verbal communication skills with the ability to clearly explain financial information to diverse audiences.
  • Excellent written communication skills.
  • Effective interpersonal skills, with the demonstrated ability to establish and maintain positive working relationships with diverse internal and external partners.
  • Strong organizational and time management skills, with ability to prioritize, coordinate, and delegate work effectively in a deadline‑driven environment.
