We’re currently recruiting for a Maintenance Worker - Water. The primary responsibilities for the job are to perform skilled work in the construction, maintenance, and relevant service activities, while utilizing proper safety precautions.

This is a full-time, regular, non-exempt position covered by the provisions of an agreement between the City and AFSCME. The schedule for this position is M-F, 6:30am to 4:00pm (9/80 flex).

2024 Salary Range (will be updated for 2025)
Maintenance Worker: $4,288 - $5,482
Senior Maintenance Worker: $4,618 - $5,904

A Maintenance Worker is expected to obtain a Commercial Driver’s License (CDL) within 12-months of employment. The City of Vancouver is committed to investing in our new employees, and scheduling staff into a commercial truck driving school once the new employee meets probationary expectations. Prior to employment with the City of Vancouver, all new employees will acknowledge understanding of this requirement and agree to a tier-based reimbursement plan if the employee separates from the City within three years of their employment date.
Job Details

Essential Functions:

  • Drive, operate, and maintain the appearance of various construction equipment such as dump trucks, front-end loaders, excavators, vacuum trucks, and backhoes in a safe and appropriate manner.
  • Setup traffic control zones prior to the performance of repair activities; direct and control traffic around work sites.
  • Operate power tools such as tapping machines, compactors, jack hammers, concrete saws, and drills. Maintain and perform preventative maintenance on hand tools and assigned equipment.
  • Drive City vehicles in a safe and appropriate manner at and between work sites.
  • Perform service connections to water mains using tapping equipment to install valves, lateral water lines, blowoffs, hydrants and meters, flush and test installation.
  • Perform regular inspections on water lines and meter vaults. Operate vac-all truck to clear ground material from meter boxes and clean, flush, and restore to operating condition.
  • Respond to public inquiries in a courteous manner; provide information pertaining to the water utility system and resolve complaints in an efficient and timely manner.
  • Interpret water maps for identifying main sizes, types, and locations
Qualifications

Experience and Education

  • Maintenance Worker: One year of general maintenance experience
  • Senior Maintenance Worker: Two years of general maintenance; one year of maintenance duties within a water utilities division.
  • Equivalent to a HS diploma/GED.

Computer Skills

  • Basic skills in electronic database and record-keeping systems
  • Basic skills in Microsoft Outlook, Word, and Excel.

Required Licenses and/or Certifications

Possession of:

Maintenance Worker:

  • An appropriate, valid driver's license

Senior Maintenance Worker:

  • Appropriate, valid driver's license
  • Class “A” commercial driver’s license (CDL)

Ability to obtain:

Maintenance Worker:

  • A Class “A” commercial driver’s license with tanker endorsement within twelve (12) months of hire, permit required within six (6) months of hire.

All Maintenance Workers:

  • Valid CPR/First Aid card within three (3) months of hire
  • Flagging card within six (6) months of hire
  • Forklift Certification within six (6) months of hire
  • Confined Space Qualified Person Certificate within six (6) months of hire
  • Confined Space Competent Person Certificate within six (6) months of hire
  • Trenching and shoring certification within six (6) months of hire
  • Water Distribution Manager 1 (WDM1) within two (2) years of hire

Knowledge

  • Water utility system repair and preventative maintenance techniques and procedures
  • Methods, materials, and techniques used in the construction of water utility systems
  • Operational characteristics of mechanical equipment and tools used in the installation, maintenance and repair of water utility systems
  • Water utility system technology as utilized in accordance with state and health regulations
  • Uses and purposes of general construction tools and equipment
  • Occupational hazards and standard safety precautions necessary in water utility systems
  • Basic principles of mathematics
  • Principles and procedures of record keeping
  • Pertinent federal, state and local laws that pertain to: Water Utilities
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software

Abilities

  • Read and interpret basic maps and blueprints
  • Work safely with hazardous materials
  • Perform duties in a manner to maximize public safety with water utility systems
  • Apply good judgment and practical knowledge to troubleshoot and resolve unusual or irregular problems and defects within water utility systems
  • Work independently in the absence of supervision
  • Operate a personal computer and appropriate software
  • Work in a manner consistent with the City of Vancouver’s Operating Principles
  • Work and act as a team player in all interactions with other City employees
