Qualifications

• Experience administering load settlement and tariff code processes in regulated markets.
• Familiarity with VLTrader and other load settlement tools; data handling and reporting.
• Knowledge of load settlement, meter data management and energy transactions.

What we do

The Alberta Utilities Commission (AUC) is an independent, quasi-judicial agency of the province of Alberta. As Alberta’s independent utilities regulator, the AUC is responsible for ensuring that utility services are delivered in a manner that is fair, responsible and in the public interest.

The AUC regulates investor-owned natural gas, electric and water utilities, as well as certain municipally owned electric utilities, to ensure customers receive safe and reliable service at just and reasonable rates. It also oversees the construction, operation and decommissioning of electric facilities and provides regulatory oversight of Alberta’s wholesale electricity market and retail gas and electricity markets.

Through this work, the AUC supports safe, reliable and affordable utility service, while maintaining independent, evidence-based decision-making and public confidence in Alberta’s regulatory framework.

The ideal candidate

The AUC is seeking a highly experienced load settlement analyst to support the evolution and administration of Alberta’s load settlement rules. This role requires the ability to guide and shape amendments to the load settlement and tariff billing code rules to modernize them in response to wholesale market design changes, including the transition to shorter settlement intervals.

This role also works closely with retailers, distribution facility owners, load settlement agents and meter data managers to ensure settlement activities are completed in accordance with market rules and industry standards. The position also contributes to load settlement rule-related projects, system enhancements, issue resolution and continuous improvement initiatives.

The successful candidate brings extensive experience in load settlement, retail electricity and gas market operations, supported by strong analytical and problem-solving skills.

Key responsibilities

• Administer the AUC’s load settlement and tariff billing code rules.
• Lead and shape AUC consultations to amend the load settlement and tariff billing code rules, providing technical guidance to internal teams and external stakeholders.
• Identify opportunities to improve settlement processes, data management practices and operational efficiencies.
• Assess and recommend courses of action on settlement discrepancies, data anomalies and operational issues that are escalated to the AUC.
• Collaborate with retailers, distribution facility owners, service providers and other market participants to resolve settlement inquiries and issues.
• Build and maintain effective working relationships with internal and external stakeholders while communicating complex technical and market-related information clearly and professionally.

Qualifications

As the ideal candidate you will possess:

• Bachelor’s degree in business, economics, finance, accounting, engineering, mathematics, computer science or a related discipline.
• 10 years of progressively responsible experience in load settlement, electricity market operations, energy transactions, utility operations or a related field.
• Demonstrated experience administering and supporting load settlement and tariff billing code processes within a regulated electricity market environment.
• Understanding of VLTrader and alternative load settlement software, including transaction management, validation, troubleshooting and reporting.
• Strong understanding of regulated market services i.e. load settlement, meter data management and energy transaction processing.
• Experience interpreting and applying settlement system codes and tariff billing requirements.
• Advanced analytical, critical-thinking and problem-solving skills with a high degree of accuracy and attention to detail.
• Strong verbal and written communication skills with the ability to explain complex technical concepts to diverse audiences.
• Demonstrated ability to work independently as a subject matter expert while managing multiple priorities and competing deadlines.
• Proven ability to build and maintain effective working relationships with market participants, service providers, regulators and other stakeholders.

The following are considered an asset:

• Direct experience with Alberta’s retail electricity and gas markets and related settlement processes.
• Knowledge of AESO market rules, electric distribution utility operations, meter data management and retailer settlement requirements.
• Experience with SQL, database queries or business intelligence/reporting tools.
