Job summary

City of Markham is seeking a Learning & Organizational Development Specialist to consult broadly, design and deliver programs that build capacity and align with strategic priorities.

The role focuses on facilitating, designing and evaluating programs, supporting employee experience, engagement, leadership development, learning, change management, teamwork and culture. Collaboration with diverse clients is essential.

Qualifications

• Post-secondary degree in Adult Education, Organizational Development, Human Resources or equivalent.
• Experience consulting with clients and senior management to design and implement programs.
• Proven ability to design e-learning and in-person learning; manage vendor engagement and LMS execution.
• Experience developing leadership programs across organizational levels and frameworks.
• Strong HR knowledge and how HR initiatives influence employee behavior and capability.
• Demonstrated facilitation, coaching and development of employees across levels, including emerging leaders.
• Knowledge of change management and organizational design practices.
• Ability to diagnose, plan, deliver and evaluate organizational development interventions.
• High organizational awareness and political/business acumen; strong relationship-building skills.
• Experience managing and partnering with vendors to deliver learning services.

Responsibilities

• Lead needs assessment with clients to develop relevant learning solutions.
• Facilitate training sessions, workshops, and online learning modules using adult-learning principles.
• Provide recommendations to senior management on OD practices and solutions.
• Develop and refine learning programs, including mandatory and selected-in options.
• Deliver and evaluate leadership development programs across teams and individuals.
• Support process improvements across departments for efficiency and effectiveness.
• Identify outsourcing relationships and manage vendor engagements.
• Coordinate and administer training activities.
