Job summary

ONxpress Civils is hiring a Project Manager, Design and Technical to lead procurement, administration, and performance management of design and engineering consultant agreements for one of Canada’s largest rail infrastructure programs.

The role owns the consultant contract portfolio end-to-end, driving procurement governance, schedule, and performance, while coordinating with technical teams to ensure commercial obligations are met.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, or a related discipline.
• 8-10+ years in contract administration, procurement, commercial management within major infrastructure, rail or transit projects.
• Experience administering professional services, engineering, design, consultant, or subcontract agreements.
• Experience leading procurement processes: planning, RFQ/RFP, evaluations, negotiations, onboarding.
• Proven ability to manage multiple consultant contracts and cross-functional stakeholders in a matrix environment.
• Collaborative style; build trust and balance commercial discipline with partnership.
• Excellent written and verbal communication skills.

Responsibilities

• Manage the consultant contract lifecycle: procurement support, onboarding, change control, performance tracking.
• Lead a team of contract coordinators; set standards and build capability.
• Lead procurement of design and engineering services: planning, scope, RFQ/RFP, evaluations, onboarding.
• Establish and govern the contract-control framework: registers, trackers, logs, dashboards.
• Manage consultant performance against obligations, schedule, budget and quality.
• Coordinate resolution of contract changes, scope gaps, and commercial issues.
• Represent the project management function across procurement, legal, finance, engineering, and client teams.
• Provide leadership visibility through reports, logs, and escalation notes.
