Job summary

BCFSA conducts investigations to identify non-compliance with legislation and/or regulations within British Columbia's financial services sector. The Investigator position supports regulatory action through rigorous casework, interviews, and evidence analysis.

The hybrid Vancouver role offers collaboration across real estate, mortgage, insurance and trust regulation, emphasizing integrity, fairness, and partnership with stakeholders to protect consumers in major financial decisions.

Qualifications

  • Applied knowledge of the legislative framework for financial institutions, mortgage brokers and real estate spaces.
  • Knowledge of administrative and criminal law related to administrative fairness.
  • Knowledge of investigation techniques and computer-based search methods.
  • Familiarity with relevant legislation, regulations and policies governing regulatory programs.
  • Understanding of risk management principles.
  • Ability to write clear, concise evidence-based reports.

Responsibilities

  • Conduct investigations using best practices into misconduct of financial institutions, real estate licensees, and mortgage brokers.
  • Ensure investigations and recommendations are fair, legally based and policy-aligned.
  • Conduct formal investigative interviews, evaluate documents, manage witnesses and evidence.
  • Analyze data and provide detailed reports with findings and recommendations to the Manager.
  • Suggest improvements to policies, procedures, practices and legislation.
  • Build positive relationships with stakeholders and the general public.
  • Testify at regulatory hearings and tribunals as required.
  • Contribute to internal work practices and training for stakeholders.
  • Support organizational business transformation initiatives.

SUMMARY

The position conducts investigations to identify non-compliance with legislation and/or regulations and makes recommendations for regulatory action.

This posting may be utilized to fill multiple vacancies.

ACCOUNTABILITIES

Uses investigative best practices to independently conduct investigations into the misconduct of financial institutions, real estate licensees, and/or mortgage brokers.

Ensures investigative processes, recommendations and decisions are administratively fair, legally based, and consistent with legislation and policy.

Analyses and conducts formal investigative interviews, obtains, and evaluates documents, and manages witnesses and evidence in accordance with policies and legal requirements; recommends the referral of files to other agencies for regulatory investigation.

Evaluates and determines the validity of investigative data, analyzes results, and provides detailed reports, including findings and recommendations to the Manager.

Recommends improvements to policies, procedures, practices, and legislation.

Builds positive relationships with stakeholders, industry, and the general public.

Testifies at regulatory, tribunal, and other hearings.

Contributes to the team’s development of internal work practices (e.g., policies, procedures, and tools).

Provides orientation and training to internal and/or external stakeholders within area of responsibility.

Contributes to, participates in, and supports organizational business transformation initiatives.

JOB REQUIREMENTS

Applied specialist knowledge of the legislative framework applying in the Financial Institution, Mortgage Broker and Real Estate spaces required.

Knowledge of administrative and criminal law associated with administrative fairness.

Knowledge of the principles/techniques of investigation and computer-based research techniques.

Knowledge of relevant legislation, regulations and/or policies governing the regulatory program or similar regulatory programs.

Knowledge of risk management principles and methods.

Ability to deploy high level investigative techniques to obtain verbal, documentary, and physical evidence to establish the elements of a legislative breach.

Ability to exercise judgement, initiative, and discretion.

Ability to write clear, concise evidence-based reports.

Superior oral and written communication skills.

Ability to engage and influence diverse stakeholders.

EDUCATION

Degree in business, accounting, public administration, criminology, or law and some years of related experience or, an equivalent combination of education and experience.

Related experience includes:

investigations

using advanced investigative techniques

interpreting and applying legislation, regulations, and/or policy

Experience in corporate security, law enforcement, or a regulatory environment and investigations in one or more financial service sectors regulated by BCFSA preferred.

CERTIFICATIONS

Designation as Special Provincial Constable (SPC) or equivalent specialized training preferred.
