Job summary

York Region is seeking a Professional Engineer to review and improve water and wastewater systems. The role focuses on planning, inspecting, and optimizing infrastructure with a data-driven approach and risk-based methods.

Reporting to a Project Manager, you will develop programs, manage budgets, and coordinate with internal departments and external consultants. Hybrid work opportunities may apply, located in Newmarket, Ontario.

Qualifications

  • Requires University Degree in Civil, Mechanical, Environmental, Chemical or Industrial Engineering.
  • Must be registered as a Professional Engineer (P.Eng.) with Professional Engineers Ontario.
  • Minimum five (5) years of demonstrated experience in water and wastewater design, approvals, construction and operation.
  • Experience with water and wastewater infrastructure management, including inspection, data collection, risk assessment, and lifecycle planning.

Responsibilities

  • Review water and wastewater systems and identify areas for improvement.
  • Develop and implement infrastructure management programs and data collection systems.
  • Conduct condition assessment and lifecycle analysis for WWW infrastructure.
  • Lead risk assessment and mitigation activities for water and wastewater assets.

ABOUT THE ROLE

Reporting to a Project Manager, is responsible for reviewing existing water and wastewater systems; developing and implementing various water and wastewater infrastructure management programs, including infrastructure inspection and data collection program, operations and maintenance optimization strategies, risk assessment and risk mitigation strategies, condition assessment and lifecycle analysis; and conducting rehabilitation and replacement planning for water and wastewater infrastructure

WHAT YOU'LL BE DOING
  • Reviews and analyzes water and wastewater (WWW) system performance and identifies areas for improvement.
  • Conducts research and analyzes technical, operational and program-related scenarios to support evidence-based recommendations, program strategy updates, process improvements and decision-making.
  • Plans, develops and coordinates infrastructure inspection and data collection programs to support condition assessment/rating, and lifecycle analysis programs.
  • Plans, develops and implements programs or projects relevant to the prevention of infrastructure degradation in the field due to various causes, including corrosions and inflow and infiltration.
  • Develops condition assessment framework and conducts condition rating for WWW infrastructure, incorporating data pieces having significant impact on its performances and lifecycle.
  • Develops risk assessment and risk mitigation framework and conducts risk assessment for WWW infrastructure.
  • Ensures quality assurance activities to monitor program effectiveness and support continuous improvement efforts with the business unit.
  • Assists in the development and management of quality control programs, operating procedures and control strategies, to ensure consistency and adherence to standards.
  • Oversees the development and maintenance of procedures, guidelines and templates related to infrastructure management, improvement and maintenance.
  • Oversees engineering consultants and feasibility/functional studies and projects, relevant to WWW infrastructure management.
  • Prepares program strategy updates, technical reports, briefing materials and presentations summarizing findings, risks, options and recommendations for management consideration.
  • Liaises with and maintains positive relationships with internal Department contacts, cross-department staff, external contractors, consultants, government and non-government agencies and the public, as required.
  • Responds to enquiries on issues related to the assigned projects.
  • Works with management to develop relevant performance metrics for WWW infrastructure.
  • Performs other duties, as assigned, in accordance with Branch and Department objectives
WHAT WE'RE LOOKING FOR
  • Successful completion of a University Degree inCivil, Mechanical, Environmental, Chemical or Industrial Engineering from an accredited university.
  • Must be registered as a Professional Engineer (P. Eng.) with the Professional Engineers Ontario.
  • Minimum five (5) years demonstrated experience (inclusive of E.I.T. experience) in the approvals, design, construction and operating processes of water and wastewater collection, distribution and treatment systems.
  • Demonstrated experience in water and wastewater infrastructure management, including inspection and data collection, condition assessment/rating, risk assessment, failure mode analysis, condition based predictive lifecycle analysis, and long-term infrastructure rehabilitation and replacement planning.
  • Solid understanding of municipal water and wastewater infrastructure management and maintenance principles and best practices.
  • Demonstrated knowledge of relevant legislation and regulatory requirements.
  • Knowledge of water, wastewater treatment, collection and distribution system management, operations and maintenance techniques, as well as complex hydraulic systems including pumping, piping, valving etc.
  • Understanding of budgeting process, strategic planning and program development and implementation techniques.
