Job summary

York Region in Newmarket, Ontario, is seeking a Program Coordinator, Integrated Management System, for a 13-month temporary full-time assignment. You will administer the IMS (QMS/EMS), coordinate documentation, and support continual improvement across water, wastewater and waste management services.

The role requires a university degree in environmental studies/sciences with at least three years’ experience in management systems, regulatory compliance, and process improvements.

Qualifications

  • University degree in environmental studies/sciences or equivalent education/experience.
  • Minimum 3 years experience with management system standards and water/wastewater/regulatory requirements.
  • Knowledge of best practices: DWQMS, ISO 9001, ISO 14001, ISO 19011, HACCP.
  • Experience in compliance tracking, auditing, policy/standards development and program management.
  • Working knowledge of Intelex; strong communication, teamwork and personal ownership.

Responsibilities

  • Administers IMS requirements including QMS and EMS per standards and Safe Drinking Water Act.
  • Coordinates documentation: procedures, work instructions and reporting.
  • Prepares procurement materials and contracts for software administration.
  • Develops software process improvements and coordinates upgrades with stakeholders.
  • Monitors Intelex and reports non-conformances to MECP and management.

ABOUT THE ROLE

Reporting to the Program Manager, Integrated Management System and Continuous Improvement, is responsible for implementing, maintaining and monitoring the Integrated Management System, including ISO standards, the Drinking Water Quality Management Standard, environmental and quality standards for water, wastewater and waste management services; developing, implementing and administering risk management programs to support water, wastewater and waste management; planning and delivery of audits; establishing procedures, objectives, targets and performance measures to support continual improvement; coordinating environmental, quality and regulatory reporting; implementing process improvements with stakeholders to identify efficiencies and root causes, ensure standard conformance through process development, problem solving through corrective actions and assigning related tasks; providing strategic advice on management system standard requirements; monitoring and tracking management system performance; and providing recommendations to resolve conformance issues.

WHAT YOU'LL BE DOING
  • Administers and coordinates Integrated Management System (IMS) requirements, including the Quality Management System (QMS), Environmental Management System (EMS) and other relevant management system standards, including the Drinking Water Quality Management Standard, as required by the Safe Drinking Water Act.
  • Supports the development of complex management system policies and identifies opportunities for improvement.
  • Coordinates documentation, including developing and updating standard operating and emergency procedures, work instructions and guidance documents for the IMS and standard reporting procedures in accordance with regulatory, customer and supplier requirements.
  • Prepares procurement materials, including bids and contracts as required to support administration of software.
  • Develops software process improvements and works with stakeholders to implement software upgrades and modifications.
  • Documents software process changes including business impacts, implementation and upgrades.
  • Monitors and maintains Intelex for adherence to established information processing standards and quality control; highlights areas of deficiency and recommends changes for process improvement.
  • Investigates reports of regulatory non-compliance and process non-conformance; reports all non-compliance to management and on direction, to the Ontario Ministry of the Environment, Conservation and Parks (MECP).
  • Responds to inquiries and resolves concerns, as appropriate.
  • Ensures that services provided meet Regional customer experience standards.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.
WHAT WE'RE LOOKING FOR
  • Successful completion of a University Degree in Environmental Studies/Sciences, or approved equivalent combination of education and experience.
  • Minimum three (3) years' experience in the application of management system standards and water, wastewater and waste management regulatory requirements with responsibilities for business process analysis and operational risk mitigation.
  • Knowledge of best practices related to process improvement, management systems, DWQMS, ISO 9001, ISO 14001, ISO 19011, and Hazard Analysis and Critical Control Points (HACCP).
  • Experience in compliance tracking, auditing, environmental and quality management, policy/standards development, program/project management and process improvement.
  • Working knowledge of relational database systems such as Intelex.
  • Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
