Job summary

Assembly of Manitoba Chiefs is seeking a Policy Analyst to support education policy development for First Nations communities in Manitoba. Under the Director of Education, you will research issues, draft policy options, and provide strategic recommendations to advance First Nations priorities.

You will build networks, analyze legal and historical contexts, and prepare high-quality documents and briefing materials for AMC leadership and committees.

Qualifications

• Bachelor’s Degree in the social sciences or related discipline or equivalent experience.
• Knowledge of statistical methods and analytical frameworks.
• Knowledge of First Nations research methods and procedures.
• Knowledge of First Nations culture, history, treaty and inherent rights.
• Excellent command of the English language and writing ability.
• Ability to write clearly and creatively under tight deadlines.
• Adaptable to changing priorities and strong multitasking abilities.
• Strong research, interviewing, fact-checking and proofreading skills.

Responsibilities

• Develop consultative networks with First Nations, government, and non-government organizations.
• Analyze legal, historical, constitutional, legislative, and jurisdictional issues to advance priorities.
• Conduct environmental scans and assess regional and national issues.
• Develop evidence-based recommendations for new or revised policies.
• Identify emerging and complex issues requiring anticipatory research.
• Provide strategic policy advice on political and legislative matters.
• Evaluate policy effectiveness and propose improvements.
• Provide technical analysis to AMC Chiefs Committee on Education.
• Collaborate with First Nations Education Directors.
• Develop high-quality documentation including reports and briefing notes.
• Monitor budgets, expenditures, forecasts, and variances; provide analysis for decisions.
• Participate in committees or task forces as directed.
• Draft proposals, budgets, and workplans.
• Perform other duties as assigned.
