The incumbent executes the HR strategy, tailoring solutions to Divisional/MU needs, delivering mission partner solutions and programs at the MU level, and supporting performance management and mission partner cycles. They also provide specialized HR advice to leaders and collaborate with the Service Centre on escalated inquiries and transactions.

ACCOUNTABILITIES:

The incumbent may perform all, some, or similar duties.

  1. Collaborate with senior management to implement HR strategies, policies, and programs aligned with organizational goals.
  2. Effectively communicate HR policies and programs to management and people leaders to enable issue resolution and informed decision-making.
  3. Assist in identifying measures and metrics to evaluate HR strategy effectiveness.
  4. Provide inputs for improving HR policies and programs.

Job Description Management:

  1. Support in requesting new job descriptions.
  2. Collaborate with stakeholders to determine if a job description exists within Workday; develop descriptions where absent, using existing tools and templates.
  3. Leverage standardized templates for job descriptions.
  4. Assist in job descriptions for job evaluation and re-evaluation.
  5. Publish job descriptions.

Performance Management:

  1. Assist in implementing the performance management cycle and communicate timelines to stakeholders.
  2. Support the delivery of related communications.
  3. Identify measures to assess program effectiveness and address opportunities for improvement.
  4. Analyze data to measure program success against objectives and scorecards.
  5. Support managers in managing the performance review cycle and development of improvement plans.

Employee Relations/Labour Relations:

  1. Respond to leader and employee inquiries and complaints.
  2. Provide insights for collective bargaining and strikes, liaising with the Healthy Workplace CoE.
  3. Support interpretation of collective bargaining agreements and communicate changes.
  4. Collaborate on grievance strategies, participate in mediations/arbitrations, and manage documentation.
  5. Mitigate risks and ensure HR compliance with legislation.
  6. Manage misconduct and non-compliance issues, supporting investigations and corrective actions.

HR Program Onboarding:

  1. Review training programs and make recommendations based on needs.
  2. Coordinate with Tier 2A specialists to administer training and gather feedback.

Other duties as assigned.

Critical Relationship Management:

Participate in ad hoc committees and maintain internal connections with various THQ departments.

Managerial/Technical Responsibilities:

Report to the Senior Human Relations Business Partner; no direct reports.

Financial and Material Management:

Contribute to HR-related budgets and plans; minimal involvement in financial decisions.

The role must be performed in accordance with The Salvation Army’s Mission Statement and code of conduct.

Working Conditions:

Mainly remote but requires onsite support 2 days/week at Ottawa locations and some travel for meetings.

Qualifications:

  • Willingness to support the mission of The Salvation Army in Canada.
  • Compliance with OH&S laws and policies.
  • University degree in social sciences, HR, or related field; HR designation (e.g., CPHR) preferred.

Experience and Knowledge:

  • Minimum 5 years in HR generalist roles.
  • Knowledge of applicable HR legislation.
  • Experience with HRIS systems, preferably Workday.
  • Labor relations experience is an asset.
