Job summary

GagaMuller, a Project Management Consultancy, is delivering major hyperscale data center developments across Canada. As the HSE Advisor, you will provide independent health, safety and environmental oversight on behalf of the client, ensuring contractors comply with regulations and client standards throughout the project lifecycle.

Qualifications

  • Degree, diploma, or equivalent qualification in Occupational Health & Safety, Environmental Health & Safety, Engineering, Construction Management, or related discipline.
  • Minimum 5+ years' experience in Health, Safety & Environmental management within large-scale construction, industrial, mission-critical, or infrastructure projects.
  • Experience supporting hyperscale data center, mission-critical, pharmaceutical, industrial, or major infrastructure projects is highly desirable.
  • Previous experience working within an Owner's Representative, client-side, consultant, or independent assurance environment is advantageous.
  • Strong knowledge of Canadian Occupational Health & Safety legislation and provincial regulatory requirements.
  • Experience supporting commissioning, electrical systems, mechanical installation, or high-voltage construction activities is desirable.
  • Working knowledge of ISO 45001, ISO 14001, and integrated management systems.
  • Certifications: CRSP preferred; CSTS or equivalent required; First Aid/ CPR Certification required; COR Auditor Training asset; NEBOSH IGC advantageous.

The Opportunity:

GagaMuller is supporting the delivery of major hyperscale data center developments across Canada. As the HSE Advisor, you will provide independent Health, Safety, and Environmental (HSE) oversight on behalf of the client, ensuring contractors deliver works safely, comply with regulatory requirements, and meet both client and project HSE standards throughout the project lifecycle.

Working closely with Project Directors, Project Managers, Construction Managers, Project Controls, Commercial Teams, Commissioning Teams, Design Teams, consultants, contractors, and client stakeholders, you will monitor HSE performance across all phases of delivery, from early construction through commissioning and client handover.

This role offers the opportunity to play a key part in delivering some of Canada's largest mission-critical developments while promoting industry-leading safety standards and protecting the client's interests through independent assurance and governance.

Responsibilities
1. HSE Assurance & Site Oversight
  • Provide independent HSE oversight on behalf of the client across all construction and commissioning activities.
  • Monitor contractor compliance with project HSE requirements, Canadian and provincial health and safety legislation, and client standards.
  • Undertake regular site inspections, audits, observations, and safety walks to verify compliance and identify improvement opportunities.
  • Review contractor HSE documentation, including risk assessments, safe work procedures, permits to work, and method statements for high-risk activities.
  • Identify, report, and escalation unsafe conditions, recurring non-conformances, and significant project risks to senior project leadership.
  • Support critical construction activities including lifting operations, confined space entry, working at height, energized electrical works, and commissioning activities.
2. Stakeholder Coordination
  • Work closely with Project Directors, Construction Teams, Contractors, Consultants, Client Representatives, and Commissioning Teams to promote safe project delivery.
  • Participate in project HSE meetings, governance forums, toolbox talks, and contractor coordination meetings.
  • Build collaborative relationships with contractors while maintaining independent oversight on behalf of the client.
  • Liaise with regulatory authorities and external stakeholders where required.
  • Support subcontractor onboarding and monitor contractor HSE performance throughout the project lifecycle.
3. Risk & Compliance Management
  • Monitor compliance with provincial Occupational Health & Safety legislation, environmental regulations, and client governance requirements.
  • Review incident investigations, root cause analyses, corrective actions, and lessons learned to verify effectiveness.
  • Support emergency response planning, site readiness, and business continuity activities.
  • Monitor contractor competency, training records, certifications, and statutory compliance requirements.
  • Identify emerging HSE risks and recommend mitigation strategies to reduce project exposure.
  • Support implementation and continuous improvement of ISO 45001, ISO 14001, and project management system requirements where applicable.
4. Reporting & Documentation
  • Prepare weekly and monthly HSE reports, dashboards, observations, inspection records, and KPI summaries.
  • Maintain audit records, action trackers, incident registers, and HSE documentation.
  • Provide accurate reporting on leading and lagging safety indicators to client and project leadership teams.
  • Monitor corrective actions through to completion and verify close-out effectiveness.
  • Support project governance through high-quality reporting and data-driven performance analysis.
5. Collaboration & Continuous Improvement
  • Work collaboratively with Project Management, Construction, Commercial, Design, Project Controls, Quality, Commissioning, and Contractor teams.
  • Promote a positive safety culture and encourage proactive hazard identification and behavioural safety initiatives.
  • Support the continual improvement of HSE processes, procedures, and project governance standards.
  • Share lessons learned and best practices across projects to enhance overall HSE performance.
  • Contribute to the ongoing development of GagaMuller's HSE management systems and client delivery standards.
Qualifications & Experience

  • Canadian Registered Safety Professional (CRSP) or equivalent professional designation preferred.

  • COR Auditor Training or equivalent is considered an asset.
  • NEBOSH International General Certificate or equivalent qualification is considered an advantage.
