Our client, Waterhen Lake First Nation, is seeking a HR Manager to join their leadership team! Waterhen Lake First Nation is located 39km north of Meadow Lake and east of the Meadow Lake Provincial Park in northwest Saskatchewan. There are approximately 953 members living on reserve and 942 members living off reserve.
The Human Resources Manager at Waterhen Lake First Nation isresponsible for the strategic and day-to-day leadership of the Nation’s human resources functions, with a specific focus on overseeing the operations of the Health and Family Resource Centre. This includes responsibility for staffing, personnel development, policy enforcement, and support across Prevention, Pre-Employment, and Social Assistance programs. The HR Manager will support a healthy and respectful workplace environment aligned with Indigenous values and contribute to the social and economic wellbeing of the community.
Key Responsibilities:
- Provide human resources leadership, planning, and support across the organization, with a focus on Health and Family Resource Centre programs.
- Oversee staffing, recruitment, orientation, and retention of qualified personnel for the Prevention, Pre-Employment, and Social Assistance teams.
- Support program leads in performance management, professional development, and employee relations to enhance team capacity and service delivery.
- Ensure organizational compliance with employment laws, workplace standards, and relevant Indigenous Services Canada and provincial regulations.
- Administer and maintain personnel records, job descriptions, and HR documentation inaccordance with confidentiality and privacy standards.
- Collaborate with leadership to develop HRpolicies and procedures that reflect the community’s values and legal obligations.
- Promote positive workplace culture through conflict resolution, team-building, and culturally grounded practices.
- Monitor training needs and coordinate development initiatives to support ongoing staff growth and community impact.
- Participate in strategic planning and support organizational initiatives related to health, family services, and employment readiness.
Qualifications
- A diploma or degree in Human Resource Management, Business Administration, Public Administration, or a related field.
- Minimum of 5 years of progressive HR management experience, preferably in a First Nation, nonprofit, or public sector setting.
- Knowledge of Indigenous governance, social development programs, and culturally responsive employment practices.
- Familiarity with Prevention, Pre-Employment, and Social Assistance programming frameworks.
- Strong understanding of applicable labor legislation, employment standards, and HR best practices.
- Proficiency in handling confidential information and managing sensitive workplace situations.
- Exceptional communication, organizational, and problem-solving skills.
- Superior communication, negotiation, and interpersonal skills.
- Demonstrated commitment to cultural competence, reconciliation, and Indigenous community engagement.
