Job summary

Power To Be in Victoria, BC is seeking a seasoned operations leader to act as Head of Program Operations. You will design and optimize the systems behind program planning, staffing, and delivery, while aligning resources and partnerships to mission-driven goals.

  • More than five years of experience leading teams, programs, projects, partnerships, budgets, systems, assets, resources, or change.

Responsibilities

  • Lead and improve the systems that support program planning, scheduling, staffing, registration, intake, reporting, participant pathways, and day-to-day service delivery.
  • Turn strategic priorities into clear work plans, budgets, timelines, accountability structures, and practical next steps.
  • Support annual operating plans, staffing models, site use, procurement, contracts, program budgets, and resource planning.
  • Use data, feedback, and evaluation to strengthen programs, improve participant experience, and support decision-making.
  • Support the operational side of partnerships with municipalities, Indigenous communities, schools, recreation providers, funders, public agencies, landowners, and community partners.
  • Oversee program assets, equipment, watercraft, technology, inventories, maintenance, lifecycle planning, inspections, permits, insurance, and related budgets.
  • Champion safety, accessibility, preparedness, and risk-aware decision-making across programs, operations, partnerships, events, and site use.
  • Supervise staff and help build an inclusive, collaborative, accountable, and learning-focused team culture.

Program - Victoria Full Time Victoria, BC $65,000 - $75,000 CAD per year

Power To Be is looking for a systems-savvy, people-centred operations leader who loves turning big ideas into practical plans that actually work.

At Power To Be, we create access to nature for youth, families, and adults who face cognitive, physical, financial, or social barriers. Our programs are rooted in inclusion, connection, environmental stewardship, and the belief that time outside can help people discover their strengths and abilities.

We are seeking aHead of Program Operationsto help bring structure, clarity, and momentum to the systems that support our programs. This role is ideal for someone who can zoom out to see the big picture, zoom in to strengthen the details, and work alongside others to make sure people, processes, partnerships, and resources are aligned.

What You’ll Be Doing

What You Bring
  • More than five years of experience leading teams, programs, projects, partnerships, budgets, systems, assets, resources, or change.
  • Operational leadership experience in non-profit, community-based, outdoor recreation, tourism, hospitality, social impact, or a related setting.
  • Strong planning, project management, implementation, follow-through, and problem-solving skills.
  • Comfort working with digital tools such as Microsoft 365, CRM systems, registration platforms, scheduling tools, reporting systems, databases, or project management tools.
  • Experience with budgets, forecasting, procurement, agreements, contracts, financial controls, reporting, and resource planning.
  • A practical, collaborative approach and a commitment to inclusion, accessibility, participant-centred programming, partnerships, safety, and continuous improvement.
Nice-to-Haves
  • Project management, change management, volunteer management, outdoor certifications, first aid, or other related training.
  • Experience in recreation, accessibility, community services, healthcare, outdoor learning, environmental stewardship, or nature-based service delivery.
  • Experience with Microsoft Dynamics, Salesforce, SharePoint, Power BI, Better Impact, Planner, Forms, evaluation tools, or similar systems.
