Job summary

The Toronto Transit Commission (TTC) is seeking a Governance & Performance Specialist to maintain procurement governance artefacts, develop dashboards, and deliver KPI reporting. You will coordinate training and support continuous improvement initiatives within PCM and across stakeholder groups.

Reporting to the Senior Manager, Governance & Performance, you'll drive changes such as transitions to SAP/SAP Ariba, ESG initiatives and related modernization efforts while ensuring policy

Qualifications

  • University degree or college diploma in supply chain, business, public administration, or equivalent.
  • Experience with change management and continuous improvement (Lean, Six Sigma) including data collection and stakeholder engagement.
  • Experience maintaining policies, procedures, templates, forms and public-facing documents.
  • Ability to manage projects, prioritize workload, and deliver on deadlines with attention to detail.
  • Strong interpersonal and teamwork skills with professional communication.
  • Proficiency with ERP systems for procurement & reporting (SAP/SAP Ariba or similar) and PowerBI; MS Office 365 incl Visio, PowerPoint, Excel.
  • Ability to collect, validate, and interpret data for KPI development, dashboards and compliance reporting.
  • Knowledge of OHRC and AODA accessibility requirements.

Responsibilities

  • Execute day-to-day procurement governance artefacts and training materials.

  • Lead change management and document processes; map processes and deliver communications.

What You Will Do

Reporting to the Senior Manager, Governance & Performance, the incumbent is responsible for the day-to-day execution, coordination, and maintenance of procurement governance artefacts, training materials, and continuous improvement activities, including implementation of new technologies and programs that support PCM’s objectives and reporting functions.

This role supports governance over TTC’s standard public-facing tendering documents and internal procedural tools; develops and maintains dashboards and user guides, assists in the development and maintenance of KPI/statistical reporting (e.g. PowerBI); and coordinates staff and client training to support operational excellence.

The incumbent applies continuous improvement methodologies, conducts detailed process reviews, engages stakeholders, captures business processes and complies data for analysis, prepares documentation, including process maps, and delivers change management and communication materials for approved programs/projects (e.g., transition to SAP/SAP Ariba, ESG initiatives, and other modernization efforts).

The role partners closely with PCM staff, client groups, and counterparts in the Commercial Management Department to ensure policy, procedure, reporting, and training alignment, enabling efficient client-PCM business partnerships and improving service levels, compliance, and value

What Qualifications Do You Bring?
  • Completion of a University degree or College diploma in Supply Chain Management, Business, Public Administration, or a related field, or an equivalent combination of education, training, and experience.
  • Practical experience with change management and continuous improvement methodologies (Lean, Six Sigma), including resource planning, data collection, stakeholder engagement, process mapping, document preparation, options analysis, communications strategies, consensus building, creating job aids and training materials in a public sector or regulated environment.
  • Experience maintaining and updating policies, procedures, templates, forms, and public-facing documents
  • Demonstrated ability to manage projects and multiple tasks, prioritize workload, and deliver high-quality work within established timelines while maintaining strong attention to detail.
  • Strong interpersonal and teamwork skills, including the ability to communicate professionally and collaborate effectively with colleagues, clients, and management.
  • Proficiency with ERP systems used for procurement & reporting (e.g., SAP/SAP Ariba or similar, PowerBI), and demonstrated experience working with Microsoft Office 365, including Visio, PowerPoint and Excel (e.g., pivot tables, formulas, charts).
  • Ability to collect, validate, and interpret data to support reporting needs, including KPI development, internal dashboards, and compliance reporting
  • Must have or rapidly acquire a working knowledge of the Ontario Human Rights Code (OHRC) and Related Orders, including AODA accessibility requirements for employees and customers
