Position Overview

Reporting to the Executive Committee, the General Manager & Chief Financial Officer will be responsible for the overall management and operational success of one of the oldest full-service healthcare clinics in Canada. This role ensures efficient clinic operations, financial growth, high-quality patient care and regulatory compliance. The GM & CFO oversees all non-clinical functions, working closely with physicians and administrative staff to enhance clinic efficiency and patient satisfaction.

This is an excellent opportunity for a CPA seeking a more strategic and operational mandate. The GM and CFO will oversee financial production, monitor cash flow, and serve as a business partner. Additionally, you will be responsible not only for identifying growth opportunities but also for leading the execution. Someone who enjoys a broad mandate that allows you to be part of all aspects of the operations (HR, IT, etc.) & finance, and finding operational efficiencies would be successful in this role.

Role Responsibilities

Strategic Leadership & Business Growth

  • Develop and implement the clinic’s business strategy in alignment with Ontario’s healthcare system and regulatory requirements.
  • Identify opportunities for expanding services, optimizing patient flow, increasing OHIP and private billing revenue and leveraging technology investments and other tools into the clinic’s operations.
  • Manage relationships with the East Toronto Ontario Health Team (ETHP), East Toronto Family Practice Network, local hospitals (Michael Garron, St Michael’s), referral networks, other healthcare organizations, and significant partners.

Operational Leadership

  • Oversee daily clinic operations, ensuring smooth patient flow, scheduling efficiency, and high-quality care delivery.
  • Work with Medical directors, Physicians, and administrative staff to optimize workflows, maximize revenues and reduce patient wait times.
  • Implement Clinic best practice policies and procedures for Ontario’s Personal Health Information Protection Act, Health & Safety, Infection Prevention & Control, Human Resources, and Patient Service.
  • Oversee the Clinic’s financial operations, including review of revenues, costs, and key performance indicators to ensure alignment with budget and delivery of the lowest partner overhead.
  • Work closely with the Accounting & IT Manager to manage budgets, financial planning, OHIP billing, and cost control.
  • Identify opportunities to improve revenues, reduce overhead costs, and increase non-OHIP revenue streams (e.g., uninsured services, third-party billing, and other plans).
  • Identify and onboard new family physicians and specialists to the Albany Team and ensure optimum integration with Clinic operations.
  • Review and support ongoing relationships with existing family physicians and specialists.
  • Develop and deliver training and support sessions for family physicians to maximize practice efficiency.

Human Resources Management

  • Oversee the HR Manager to manage staffing, recruitment, and workforce planning in compliance with Ontario’s Employment Standards Act (ESA). Ensure compliance with Ontario Labour Laws, WSIB requirements, and workplace health and safety regulations.
  • Foster a positive workplace culture that promotes teamwork, staff retention, and high morale.

Patient Experience & Quality Assurance

  • Ensure high patient care and customer service standards, addressing patient concerns and improving satisfaction.
  • Monitor and respond to patient feedback to enhance the clinic’s reputation.
  • Oversee patient intake procedures, appointment scheduling, and front-desk operations to maximize efficiency.

Business Continuity (Compliance, Risk Management & Legal Requirements)

  • Ensure clinic compliance with Ontario’s healthcare regulations, PHIPA (Personal Health Information Protection Act), workplace safety standards under Ontario’s Occupational Health and Safety Act (OHSA).
  • Maintain assessment of risks to ongoing Clinic operations and mitigate to greatest extent possible.

Desired Qualifications

  • Post-secondary degree in accounting, or related field, or equivalent experience.
  • At minimum of 15 years of relevant financial experience.
  • Proven experience in a CFO or in a senior leadership role.
  • Excellent leadership, relationship-building, strategic thinking, problem-solving, and decision-making skills.
  • Superior communication skills (oral and written) and interpersonal skills.
  • Ability to manage staff, improve workflows, and maintain high standards of care.
  • Detail-oriented and possesses a strong work ethic; ability to multitask and execute a wide range of assignments; strong time management skills.
  • MBA or MHA preferred is an asset.
  • Knowledge of Ontario’s healthcare system including emerging technologies for primary care is an asset.
