Help strengthen Ontario's health system through financial leadership and strategic advice.

Join the Ministry of Health as a Financial Advisor, where you'll provide expert financial analysis, reporting, and advisory services that support effective fiscal management across critical health programs. Your work will help inform strategic decision-making, strengthen financial accountability, and ensure public resources are managed efficiently to support health outcomes for Ontarians.

At Health Capital Policy and Planning, you will play a key role in supporting the ministry's financial planning, reporting, and controllership functions. Working closely with program areas and stakeholders, you will provide advice on budgeting, forecasting, financial performance, funding commitments, and resource management. You will join a team that leads in developing financial tools and controls, monitoring and reporting on operating and capital budgets, preparing financial analyses and submissions for senior management and central agencies, and providing guidance and training on financial policies, processes, and best practices. Through your expertise, you will help strengthen financial stewardship and support the ministry's priorities across Ontario's health system.

About the job

As a part of the Capital Financial Services Unit, you will:

Partner with clients to provide financial advice, support business planning, and help manage budgets, funding commitments, financial pressures, and savings opportunities.
Analyze budgets, expenditures, revenues, and financial performance; identify trends, risks, and opportunities; and prepare reports and recommendations to support decision-making.
Monitor and report on operating and capital budgets, financial results, audits, and funding initiatives, and provide guidance on budget adjustments and reallocations.
Develop and improve financial processes, controls, and reporting tools to ensure compliance with policies, strengthen accountability, and support effective financial management.
Create and deliver financial guidance, training, and communication materials, and contribute financial expertise to projects, committees, briefings, and stakeholder discussions.

What you bring to the team

Financial planning and analysis skills

provide financial advice and support on budgeting, forecasting, financial planning, and resource management
analyze financial information, identify risks and trends, and make recommendations to support decision-making
prepare and review financial reports, business cases, funding requests, and briefing materials
assess financial impacts, spending pressures, surpluses, and cash flow issues, and recommend practical solutions

Financial policies, controls and compliance knowledge

You have knowledge of:

financial management principles, including budgeting, forecasting, risk management, and financial controls
accounting standards and best practices, including Generally Accepted Accounting Principles (GAAP)
interpret, apply, and communicate legislation, policies, directives, and accountability requirements in a business environment
gain knowledge of government and ministry financial policies, business planning processes, and reporting requirements

Communication and relationship management skills

build and maintain effective working relationships with clients, colleagues, and stakeholders
explain complex financial information in a clear and practical way to a variety of audiences
deliver presentations, training sessions, and guidance on financial processes, policies, and changes
work collaboratively to resolve issues, provide advice, and gain support for recommendations

Research, problem-solving and technical skills

research, analyze, and interpret financial and program information to support business decisions
review financial practices and processes to identify opportunities for improvement and ensure compliance
use financial systems and common office software, including spreadsheets, databases, and presentation tools, to analyze data and prepare reports
