Job summary

Bethesda Community Services in the Niagara/Hamilton region is seeking an experienced Operations Manager – Facilities to lead strategic planning, capital project oversight, and space planning across Bethesda properties.

You will supervise Facilities and Purchasing staff, coordinate with regulatory authorities, manage budgets, procurement, and safety programs to ensure compliant, high-quality environments for the people we support.

Qualifications

• University degree in a related subject such as Business Management or Engineering; MBA preferred.
• PM(PMP) and IFMA designation not required but considered an asset.
• Strong knowledge of public procurement and BPS directives.
• Minimum ten years’ experience in a similar management function; facilities management preferred.
• Extensive knowledge of provincial legislation, fire/building codes, OHSA, AODA, procurement by-laws, and related standards.
• Strong communication skills, both oral and written.
• Computer and management skills with word processing and spreadsheets.
• Valid driver’s license and clean driving record.
• Ability to work flexible hours, including after-hours and emergencies.
• Teamwork and proactive problem-solving to support clients.

Responsibilities

• Lead strategic planning, capital project oversight, infrastructure improvements, procurement, and space planning across Bethesda properties.
• Supervise Facilities and Purchasing staff; set performance standards and monitor capital, financial, and human resources.
• Ensure compliance with HR policies, collective agreements, and employment legislation; manage unionized and non-union environments.
• Oversee asset planning, preventative maintenance, SOP development, risk management, and stakeholder communications.
• Coordinate design, construction, renovation, and commissioning of capital projects; manage budgets, schedules, scope, and risk.
• Ensure safety, accessibility, and regulatory compliance; liaise with MOE, MTO, MMAH, TSSA, ESA, OHSA authorities.
• Oversee procurement activities, including RFP/RFQ/RFI, vendor governance, and budget development.
• Prepare reports, recommendations, and presentations; align financial stewardship with long-term capital planning.
