Job summary

The Manitoba Government seeks an Executive Director, Public Accounts to lead the Public Accounts Branch, guiding accounting policy and financial reporting for the Government Reporting Entity. You will advise senior officers and ensure accurate, timely financial statements and public accounts.

You bring extensive public sector accounting experience, CPA credentials, and strong leadership to drive governance, risk management and financial planning across Manitoba’s Treasury Board Secretariat.

Qualifications

  • Finance industry-related post-secondary education and/or CPA designation; equivalent combination considered.
  • Senior level management experience in financial statement preparation, consolidation, comptrollership, or CFO roles.
  • Extensive accounting experience, preferably in a public sector environment.
  • Expert knowledge of IFRS, PSAS, or ASNPO and ability to apply them.
  • Ability to apply a project management framework to deliver results.
  • Strong governance, risk management, and internal control knowledge.
  • Proven leadership and ability to develop teams and drive change.
  • Financial planning, budgeting and public reporting experience.
  • Strategic planning and prioritization aligned with organizational mandates.

The Office of the Provincial Comptroller (OPC) in Treasury Board Secretariat establishes and oversees corporate Comptrollership and the financial and management policies, practices, and processes for government. The Provincial Comptroller is the summary government’s senior Executive Financial Officer, and their responsibilities and powers are specified in statutes 13(2), 13(3), and 13(4) of The Financial Administration Act. The Provincial Comptroller has also been designated under statutes 13.1(1) and 13.1(2) as the employee responsible for maintaining an internal audit system for the government reporting entity.

The Office of the Provincial Comptroller is responsible for summary government-wide financial management policy development and communication through the Financial Administration Manual, and for coordinating the annual Main Estimates Supplement and departmental Annual Report processes. The office is responsible for reviewing, assessing and implementing new or revised accounting policies emerging from governing accounting bodies such as the Chartered Professional Accountants of Canada. The office also promotes corporate Comptrollership Excellence. Evaluates accounting and financial management systems throughout government and maintains an internal audit system within government.

Qualifications

Essential:

  • Finance industry-related post-secondary education and/or a recognized financial industry-related designation such as a Chartered Professional Accountant (CPA) designation. An equivalent combination of education, training and experience may be considered.
  • Senior level management experience in the field offinancial statement preparation, consolidation accounting, comptrollership, or chief financial officer at a large public or private organization.
  • Extensive accounting experience, preferably in a public sector environment.
  • Expert knowledge and ability to interpret and apply accounting standards, using at least one of IFRS, PSAS, or ASNPO.
  • Ability to apply project management framework to achieve timely results.
  • Strong understanding of the public sector, effective governance models, comptrollership and risk management practices.
  • Strong understanding of implementation of an effective internal control framework in a large organization.
  • Excellent leadership skills with experience leading organizational changes and successfully leading and developing teams to achieve desired outcomes with a commitment to fostering a respectful workplace.
  • Financial management experience including: financial planning, budgeting, financial monitoring and public reporting.
  • Experience in strategic planning and determining and setting priorities based on organizational mandates and initiatives.
  • Ability to adapt to changing priorities, and operate successfully within a deadline-driven environment.
  • Ability to analyse information and risks and make decisions on critical issues.
  • Strong interpersonal skills as demonstrated by successful collaboration and partnerships with stakeholders.
  • Strong written communication skills including the ability to write accounting position papers and confidential material for senior leaders.
  • Strong verbal communication skills demonstrated by the ability to communicate clearly and concisely with senior leaders and officials, external stakeholders and members of the public.

Desired:

  • Auditing experience, preferably in a public sector environment.
