Job description

Background

Public Safety Canada requires a Senior Evaluation Analyst to coordinate and lead the evaluation of a transfer payment program.

Duties

The resource will be responsible for conducting various evaluation activities, including but not limited to:

• Analyzing evaluation results, extracting key elements, and formulating findings
• Designing evaluation questions and methods within the evaluation framework
• Recognizing strategic uses of evaluation methods, anticipating issues, and making adjustments
• Monitoring the evaluation study throughout its lifecycle
• Presenting evaluation findings
• Proposing strategic recommendations
• Participating in evaluation activities and assessments
• Analyzing evaluation evidence using quantitative and qualitative research methods
• Preparing evaluation reports and findings

Working Environment

The resource will work in a fast-paced environment within the Internal Audit and Evaluation Directorate, prioritizing multiple requirements.

Work Location

National Capital Region: 269 Laurier Avenue West (on an as-needed basis), and own residence.

Mandatory Evaluation Criteria

The following are the mandatory requirements for the resource:

• M1: Minimum of three (3) years of experience in planning and conducting evaluations meeting the Treasury Board Policy on Results within the last 7 years.
• M2: Experience leading an evaluation project of a transfer payment program.
• M3: Experience preparing evaluation reports for presentation to senior management.

Additional Requirements

• R1: Demonstrate experience leading an evaluation project within the last 7 years, including planning and team management.
• R2: Demonstrate experience in preparing evaluation reports from data collection to final approval in the past 7 years.
• R3: Demonstrate experience using NVivo for data analysis, including steps undertaken during analysis.
• R4: Demonstrate experience presenting evaluation reports to senior management, including preparation and presentation techniques.
