Black & McDonald is actively seeking an experienced Estimator to join our Western Utilities team. Reporting to the Operations or Division Manager, the successful candidate will lead the team’s analysis of cost estimates and preparation of electrical work take-offs on utility projects. They will provide technical support to project operations, with emphasis on electrical estimating, reporting, and monitoring progress, planning, scheduling, and handling project change.
Duties And Responsibilities Include But Are Not Limited To
- Prepares electrical/civil work take-offs and estimates on utility projects including costs of materials, labour, and equipment required for projects based on contract bids, quotations, schematic drawings, and specifications.
- Assigns responsibilities for estimating team.
- Reviews project plans and specifications to confirm complete scope.
- Prepares conceptual budgets based on minimal information.
- Manages and coordinates resources for projects ranging from fully defined like Bid-Build to conceptual such as Design–Build.
- Analyzes alternative means and methods to determine the most economical option.
- Identifies risk issues and their potential impact.
- Coordinates technical proposal requirements with the Marketing Department.
- Reviews and manages the review and scoping of specialty contractors' bids.
- Builds effective relationships with customers, design teams, contractors, suppliers, and user groups.
- Participates in industry, client, and community relations to enhance the company image.
- Advises on tendering procedures; examines tenders, recommends awards, and conducts negotiations.
- Establishes and maintains tendering processes, including cost monitoring, reporting systems, and procedures.
- Coordinates pricing with suppliers, subcontractors, owners, designers, and architects.
- Participates in site review, tender review, tender hand-off, and project closing as required.
- Prepares and maintains a directory of suppliers, contractors, and subcontractors.
- Liaises with engineers, architects, owners, contractors, and subcontractors, and prepares economic feasibility studies on changes to estimates.
- Leads and mentors junior estimators.
- Conducts material and equipment purchasing for key projects.
- Updates and maintains Bid2Win/Accubid database.
- Other duties as assigned.

Education Requirements
- Degree or Diploma in Construction Engineering Technology, Construction Management, Electrical Engineering, or Trade Certification in Electrical trade school.
- Certifications considered assets include P.Eng., Electrical trades background, GSC, PQS, PMP.
Work Experience Requirements
- 10+ years estimating experience on utility construction projects.
- Experience estimating underground/overhead utilities is an asset.
Skills and Other Requirements
- Proficient in MS Office (Word, Excel, Project), and Accubid or Bid2Win.
The expected salary range is between $110,000 and $140,000, based on qualifications and experience. Total rewards may include vehicle allowance, insurance benefits, pension, bonus, and development programs.
