Job summary

Regional Municipality of Wood Buffalo is seeking a casual Equipment Operator II, Waste Process in Fort McMurray to safely operate and maintain equipment for landfill and compost operations and support road and facility maintenance under municipal oversight.

The role requires skilled operation of heavy equipment, attention to safety, and ability to work independently with supervision as needed. The position offers a casual schedule and bi-weekly COLA adjustments based on hours worked.

Qualifications

  • Two (2) years of combined experience in operating bulldozers and excavators, including a minimum of 6 months on each piece.
  • Experience with waste management equipment such as compactors, steam trucks, rock trucks, rubber tire loaders, track loaders, roll-off trucks, water trucks and compost turners is an asset.
  • High school diploma or GED is required.

Responsibilities

  • Maintain the waste management road system during all seasons and related maintenance tasks.
  • Place and compact municipal solid waste following design, slope, and elevation specifications; assist training staff as needed.
  • Read topographical survey maps, drawings, and software related to landfill design and stockpiling.
  • Use laser levels, GPS positioning, and 3D guidance technology for bulldozers with blade control.
  • Provide courteous customer service by responding to enquiries and requests.
  • Load and unload recycled products produced by the facility.

GENERAL DESCRIPTION

Under general supervision, the Equipment Operator II, Waste Process safely and competently operates and maintains a variety of equipment for landfill and compost operations. The incumbent also performs year-round maintenance and construction of waste management roads and facilities under municipal jurisdiction. Assigned heavy and light equipment are used, including, but not limited to, bulldozers, compactors, excavators, articulated rock trucks, grader, rubber-tire, and track loaders to 6 cubic yard, skid steer loaders, roll-off trucks, water trucks, vac trucks, steam trucks, mobile pumps, trash pumps, compressors, wood grinders, shredders, compost turners, and screeners.

The Equipment Operator II, Waste Process responsibilities involve work of a skilled and semi-skilled nature to ensure safe and efficient operation and maintenance using construction equipment and heavy-duty trucks. The incumbent operates a large variety of equipment, including performing work which is of greater difficulty and complexity requiring a high degree of skill and precision to safely operate (i.e., excavator and bulldozer). Work is completed with considerable independence but reviewed by a Supervisor, Foreman, or other designated lead while in progress or upon completion for attainment of desired objectives.

RESPONSIBILITIES
  • Maintain the waste management road system during all seasons and complete other related maintenance tasks including but not limited to, grass cutting, dust control, and road construction.
  • Place and compact municipal solid waste as required while adhering to design, slope, and elevation of the final design and assist with training other staff in relation to these duties, as required.
  • Read and understand topographical survey maps, drawings, and software programs related to landfill cell design, construction, and stockpiling of aggregate and recycled products.
  • Use laser levels, GPS positioning technology, intelligent compaction, and 3D guidance technology for bulldozers with blade control.
  • Provide customer service when required, by responding to enquiries and customer requests in a courteous and effective manner.
  • Load and unload saleable recycled products produced by the facility.
  • Perform flagging, material preparation, spotting, and other related activities in support of equipment operations.
  • Adhere to provincial and federal regulations and standards including, but not limited to, the Standards for Landfills in Alberta, the Standards for Composting Facilities in Alberta, and guidelines for wildlife reporting.
  • Operate, maintain, and manage leachate and sewerage pumping systems and stormwater pond.
  • Maintain daily operation equipment log detailing condition of equipment, clean and perform minor servicing, and report maintenance problems to the Foreman or Supervisor.
  • Complete daily pre and post trip inspections, paperwork, and safety reports as required.
  • Complete Field Level Hazard Assessments (FLHAs) and incident reports as required.
  • Recognize and report public and commercial waste haulers infractions that violate regulations and take action to correct deficiencies as outlined within established policies and procedures.
  • Complete training on equipment and participate in the RMWB training program as required by operations.
  • Respond to emergency issues and complete required process and activities as outlined within the emergency response plan.
  • Support Solid Waste programs and operations as required, including assisting the Material Recycling Facility and Scale Operations.
  • Perform other related duties as required.
QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES
  • Ability to operate a range of equipment under varying conditions.
  • Strong attention to detail and observational skills, with ability to detect minor defects in equipment used.
  • Demonstrated knowledge of occupational hazards, waste symbols, signage, use of personal protective equipment (PPE), and applicable safety precautions as per municipal and industry standards.
  • Working knowledge of regulatory standards and best practices pertaining to equipment operation in a landfill environment.
  • Ability to read, interpret, and apply equipment manuals, diagrams, operating procedures, and work plans.
  • Strong attention to detail and observational skills, especially while driving and operating equipment.
  • Ability to understand and follow verbal and written instructions and keep basic records.
  • Ability to work effectively in a team environment and communicate respectfully with co-workers and contractors.
  • Ability to deal courteously and effectively with a diverse range of people, including the public, contractors, vendors, and co-workers, using judgement, tact, and sound decision-making skills, sometimes in conflict situations.
  • Positive attitude and desire to provide exceptional customer service.
  • General math skills to calculate slope and elevation for cell construction, drainage runoff, area volume and bulk density.
  • Ability to use computers and various municipal software programs such as SAP and Microsoft Outlook.
EDUCATION AND EXPERIENCE
  • High School Diploma or GED equivalent is required.
  • Two (2) years of combined experience in the operation of bulldozers and excavators is required. This experience must include a minimum of six (6) months on each piece of equipment, with the combined experience being at least two (2) years.
  • Experience with equipment used in waste management operations such as compactors, steam trucks, snow ploughs, rock trucks, rubber tire loaders, track loaders, skid steers, roll-off trucks, water trucks, and compost turners/screeners are assets.
  • Basic Landfill Operator Certificate and Alberta Composting Certificate are to be successfully completed and obtained within eighteen (18) months from the date of hire to ensure regulatory compliance with the Alberta Environment and Parks (AEP) Alberta Standards for Landfills and Composting Facility Certified Operators requirements.
  • Heavy equipment certification is an asset.
OTHER REQUIREMENTS
  • Ability to provide a Criminal Record Check for review and acceptance.
  • A valid Class Three (3) Operator’s License is required.
  • Q-Endorsement (Air Brakes) is required.
  • A valid Class One (1) Operator’s License is an asset.
  • Equipment field testing and/or competency testing will be required as part of the interview evaluation.
  • Must be willing to work outside in all conditions.
  • Immunizations are strongly recommended for work in unsanitary conditions.
  • Must be medically and physically able to perform all duties of the position on an ongoing basis.
  • Ability to work a rotating shift that includes holidays, evening/night shift, and weekends.
