Job summary

Canadian Nuclear Safety Commission (CNSC) in Ottawa is seeking an Environmental Program Officer to contribute to environmental protection and regulatory oversight. You will assist in reviewing programs submitted for licensing, support compliance activities, and participate in IEMP initiatives, Commission proceedings, and stakeholder engagements.

What you’ll do:

As an Environmental Program Officer, you will have the opportunity to use your expertise and work as part of a team that functions as the corporate authority for the environmental protection Safety and Control Area. Health Sciences and Environmental Compliance Division (HSECD) leads Directorate of Environmental and Radiation Protection and Assessment’s (DERPA) involvement in the CNSC’s compliance promotion, verification and enforcement activities for nuclear facilities and uranium mines and mills to ensure that licensed activities do not pose an unreasonable risk to people and the environment.

Reporting to the Director, you’ll:

REG5:

  • assist in technical assessments of licensee’s environmental protection programs submitted as part of licensing,
  • support and conduct environmental compliance activities, including desktop reviews and inspections,
  • support the CNSC’s Independent Environmental Monitoring Program (IEMP),
  • support preparations for CNSC Commission proceedings,
  • support meetings with Indigenous groups, members of the public, government departments, environmental groups.

REG6:

  • conduct technical assessments of licensee’s environmental protection programs submitted as part of licensing,
  • conduct environmental compliance activities, including desktop reviews and inspections,
  • participate and provide advice in the CNSC’s Independent Environmental Monitoring Program (IEMP),
  • participate in CNSC Commission proceedings,
  • participate in meetings with Indigenous groups, members of the public, government departments, environmental groups,
  • participate in the development and implementation of regulatory documents and regulations.
Essential Qualifications:

Education:

  • University degree in science or engineering in a discipline related to environmental protection or an equivalent combination of education, experience and relevant job knowledge.

Language Requirements:

  • English essential

Experience:

REG5:

  • Reviewing environmental protection programs related to effluent and environmental monitoring, site assessment or environmental management systems,
  • Communicating with various stakeholders including proponents, environmental groups, federal/provincial departments, Indigenous communities and members of the public on issues related to environmental protection.

REG6:

  • Developing, reviewing, auditing and inspecting environmental protection programs related to effluent and environmental monitoring, site assessment or environmental management systems,
  • Analyzing environmental performance data,
  • Communicating with various stakeholders including proponents, environmental groups, federal/provincial departments, Indigenous communities and members of the public on issues related to environmental protection,
  • Analyzing and synthesizing technical information and conveying it effectively to non-technical audiences,
  • Engaging in consultations with stakeholders internal to and outside the CNSC,
  • Deal with sensitive issues with diplomacy, tact and judgement.

Knowledge of:

  • Canadian environmental assessment and environmental protection legislation, policies, standards and guidelines,
  • Environmental protection principles and practices,
  • CNSC’s licensing and compliance process,
  • Project management principles and processes,
  • Indigenous engagement principles.

Ability to:

  • Communicate effectively orally and in writing,
  • Synthesize, summarize, analyze, interpret and critically review technical information and explain complex regulatory issues to non-technical audiences,
  • Engage in consultations with stakeholders internal to and outside the CNSC,
  • Deal with sensitive issues with diplomacy, tact and judgement.
