Job summary

The Surrey School District is seeking a Buyer to manage procurement of goods, services and equipment for our schools. You will process requisitions, clarify requirements with user departments, draw tenders, obtain quotations and place orders while ensuring timely delivery.

Under supervision, you will guide clerical staff, oversee an automated tender system and advise on purchasing policies. A strong understanding of procurement practices and experience with large organizations is essential.

Qualifications

  • Ability to satisfy multiple service requirements with urgent deadlines.
  • Knowledge of goods, services, and sources used by the district.
  • Knowledge of large-scale computerized purchasing operations.
  • Knowledge of market conditions and price trends.
  • Knowledge of purchasing legislation and tendering.
  • Ability to interpret Board policies and procedures.
  • Ability to organize, prioritize, coordinate and supervise staff.
  • Ability to evaluate bids and select suppliers.
  • Ability to prepare reports and procurement documents.
  • Ability to use computers and department software.
  • Interpersonal skills to work with staff and vendors.

Responsibilities

  • Review requisitions to determine goods/services ordered.
  • Discuss requirements with end-users and identify alternatives.
  • Write product descriptions and specifications.
  • Develop RFQs and ensure related documentation is processed.
  • Analyze bids and quotations; ensure data is compared.
  • Select best option and process purchase orders for signing.
  • Maintain liaison with vendors and assess new bidders.
  • Oversee contracts under supervision and protect district rights.
  • Provide catalogues, cost information and ordering guidance.
  • Locate market sources for standard and non-standard items.
  • Discuss requirements with suppliers and review findings with end-users.
  • Arrange replacements or refunds and negotiate exchanges.
  • Expedite warranty claims and manage tendering for large orders.
  • Plan and direct clerical staff and inform management of issues.
  • Suggest changes to documents and procurement procedures.
  • Advise staff on purchasing policies and practices.
