Job Description:
The IT Development Manager (DM) is responsible for the delivery of high-quality information technology solutions that address complex technical and business problems. In collaboration with the Associate Director, the IT-DM executes the department’s vision and strategy, promotes the best practices and standards, and provides leadership, guidance and mentoring to their team members. In this role, the Development Manager establishes and maintains highly effective communications and collaborative relationships with their subordinates, peers, management and all other stakeholders.
Duties & Responsibilities
1. Develops plans and procedures for the College’s Information Technology projects:
- Provides recommendations to the Associate Director for the development of the department’s strategic plan and implements development group goals and objectives to support the plan.
- Recommends and implements policies and procedures related to the use and management of data, information and systems.
- Implements development policies, standards and procedures for systems development, programming, database management, quality assurance and compliance.
- Provides recommendations on the processes designed to ensure the confidentiality, security, and stewardship of data, including compliance with freedom of information and protection of privacy legislation.
- Responsible for ensuring that all College and governmental policies, procedures and methods are adhered to including, FOIPOP, W3C, etc.
- Works with the Associate Director to ensure that information systems and practices meet appropriate audit and industry standards.
- Manages development teams to improve and modify the College’s information systems in response to changes in technology, the educational environment and in accordance with the department ‘s Strategic Mission, Vision and Goals.
- Fosters a progressive culture, which encourages all employees to use available Information Technology and resources to their full advantage, including tools, applications, methodologies, best practices and industry standards.
- Oversees development team(s) in conducting research and maintaining current knowledge and best practices in the Information Technology industry and develops innovative plans to ensure that the College’s information technology systems take advantage of emerging technology.
2. Oversees the development teams in the evaluation, planning, development, implementation, maintenance of information technology systems:
The IT Development Manager carries out the following typical duties and responsibilities in support of all stages of the software development life-cycle:
- Leads the design and development of integrations solutions connecting packaged or custom applications (build-out), and enterprise applications that need to integrate with other applications (build-in).
- Manages the implementation of systems that support the College’s development environment including change management procedures, version controls, development standards, and service level agreements.
- In conjunction with the Project Manager, the Associate Directors, and the IT Director, reviews and approves project proposals and ensures project requirements are met and implemented as necessary.
- Anticipates the need for software tools to enhance the efficiency of the College’s information systems.
- Contributes to the high level and functional requirements development, performs reviews and analysis.
- Participates in the IT Systems architecture, design and planning activities.
- Participates in the IT Project Planning, Resource Planning, and work estimation activities.
- Effectively collaborates with all project stakeholders including users, business partners and all team members.
- Creates high level and detail systems designs using department’s best practices and standards.
- Provides leadership and guidance to their team to execute projects in timely manner and with high level of quality.
- Develops high quality, efficient, and secure software using variety of programming languages, tools and techniques.
- Evaluates, tests and troubleshoots software systems to improve its quality, efficiency and security.
- Develops effective technical and non-technical documentation.
- Develops and delivers training to technical and non-technical audiences.
- Maintains appropriate communication boundaries with respect to sensitive or private information.
3. Responsible for the management of human resources:
- Provides effective leadership and direction to development team(s) by establishing goals, objectives and priorities, and fosters effective teamwork among employees.
- In collaboration with the Associate Director, initiates recruitment of staff and recommends hiring decisions and disciplinary actions.
- Participates in staff orientation and reviews, authorizes overtime, and vacation requests.
- Directs, schedules, and assigns duties to staff; reviews work for accuracy and completeness.
- Identifies on-going training needs for all staff to ensure they are trained and knowledgeable in College and Departmental policies, procedures, processes, and tools.
- Work with each employee on the collaborative management of their personal professional development plan designed to support currency in technologies and identify alignment opportunities of employee’s career aspirations and departmental goals, mission, and vision.
- Sets team and individual performance goals and objectives, conducts evaluations and reviews, and provides recommendations.
- Promotes effective union/management relationships. Assists, where required, in the grievance process.
- Provides input into in the collective bargaining of College administration.
- Provides strong support to the rest of the IT management team in execution of the department’s vision, strategy and plans.

4. Responsible for managing the budget:
- Works with the Associate Director on budgets for the Development unit. Monitors expenditures within allocated budgets.
- Assists in the development and the implementation of budgeting plans by estimating, forecasting and anticipating the needs of their portfolio of products and project.
5 Performs various duties in the absence of the Associate Director:
- Represents the Information Technology Department and acts for the Associate Director as required. Assumes additional responsibilities and duties as assigned by the Associate Director.
6. Performs other related duties and projects:
- Liaises with representatives of other educational institutions to exchange professional advice and to represent the college in shared development projects.
Qualifications Required
Education & Experience
- Undergraduate degree in computing science or equivalent information technology discipline.
- Additional specialized industry training of up to one year in programming languages and software development techniques.
- Eight (8) years of recent related senior level experience including a minimum of six (6) years of coding, four (4) years of design, and four (4) years of business analysis. Experience should also include a minimum two (2) years of team leadership and two (2) years of project management.
- An equivalent combination of education and experience may be considered.
- Experience implementing and supporting Enterprise Resource Planning and/or Student Information System, solutions such as Workday or Banner in higher education.
- Experience with database platforms, such as Oracle and MS SQL Server.
- Solid understanding of SDLC methodologies, tools, and techniques, and agile practices.
- Good understanding of UML and experience with at least one of the UML modeling tools [Desired].
- Strong practical knowledge of project management principles, methods and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities and reporting on accomplishments.
- Solid understanding and practical knowledge of the Software Configuration Management methodologies, practices and tools, supported by hands-on experience building an SCM environment within Java/Oracle technology stack.
- Solid understanding of cloud based architectures, technologies and deployment.
- Solid understanding of enterprise integration architectures, patterns, SOAP, REST, JSON, XML and XSLT.
