SUMMARY

The Senior Project Controls Officer (SPCO) mandate for CRE (Corporate Real Estate) projects is centered around enhancing governance, control, and data-centric approaches to project management.

A Senior Project Controls Officer is an extension of the Project Management Office, responsible for evaluating, auditing, and executing the complete portfolio of CRE projects within the Project Delivery organization for a client. They provide strategic and financial indices and are caretakers for the project intake and close-out processes.

Corporate real estate projects range from building maintenance and repair projects to tenant fit-up projects, encompassing a wide variety of activities aimed at maintaining and improving the physical infrastructure and spaces used by the organization. Client project portfolios range from $50.0MM to $250.0MM.

The Senior Project Controls Officer documents standardized methods, procedures and best practices, continuously improves upon tools and processes, provides and / or coordinates ongoing training required by the business for project managers, project administrators / coordinators, new staff, and establishes regular communication / project reporting protocols with project managers and client directors.

The Senior Project Controls Officer, through the use of data analytics, drives quality within a program by establishing clear quality goals, developing standardized quality processes, providing training and support, and continuously monitoring and improving project teams to ensure high-quality outcomes.

KEY DUTIES & RESPONSIBILITIES

  • Establish Clear Quality Goals and Objectives :

Define Quality Standards : Collaborate with PDS leadership to define what constitutes "quality" for each of our client portfolios and its respective projects.

  • Set Measurable Objectives : Translate quality goals into measurable objectives that can be tracked and evaluated throughout each program’s lifecycle.
  • Align with Organizational Strategy : Ensure that the program's quality objectives are aligned with PDS’s overall organizational strategy and goals.
  • Develop Standardized Quality Processes :

Create Quality Management Plan : Develop a comprehensive quality management plan that outlines the processes, procedures, and tools that will be used to ensure quality.

  • Implement Quality Assurance and Control : Establish robust quality assurance and quality control processes to identify and address potential issues early on.
  • Standardize Quality Tools and Techniques : Provide project teams with standardized tools, templates, and methodologies for managing quality.
  • Provide Training and Support :

Train Project Teams : Ensure that project teams are adequately trained in the quality management processes, tools, and techniques.

  • Offer Mentorship and Guidance : Provide mentorship and guidance to project managers and teams to help them understand and apply quality standards.
  • Facilitate Knowledge Sharing : Encourage cross-account knowledge sharing and collaboration among project teams to improve quality practices.
  • Continuously Monitor and Improve :

Track Quality Metrics : Regularly monitor key quality metrics to track progress towards quality objectives.

  • Conduct Quality Audits : Regularly conduct quality audits to assess the effectiveness of quality processes and identify areas for improvement.
  • Implement Continuous Improvement : Use data and feedback to continuously improve quality processes and practices.
  • PCO Roles and Responsibilities :

Data Integrity and Accuracy : Ensure the reliability and traceability of controls data.

  • Quality Champion : Advocate for quality and ensure that it is a priority throughout the delivery of a portfolio of projects.
  • Process Owner : Develop and maintain quality processes and standards.
  • Resource Manager : Ensure that project teams have the necessary resources and support to deliver high-quality outcomes.
  • Communication Hub : Facilitate communication and collaboration among project teams and stakeholders.
  • Account Risk Management : Document and manage a client account RAID log as it relates to Quality issues.

KNOWLEDGE & SKILLS

  • Experience as a PCO.
  • Hands-on experience working with MS tools : SharePoint, Excel, Word, Power Point, MS Project, PowerBI and Visio.
  • Organizational, interpersonal, and communication skills.
  • Demonstrate autonomy, initiative, accuracy and precision.
  • Organizational skills with the ability to handle multiple concurrent activities and to work successfully under pressure.
  • Able to manage one’s time while assisting several Project Managers and multiple projects with tight deadlines.
  • Strong analytical, statistical and organizational skills.
  • Track record of preparing both “detailed” and “management level” reports.
  • Bachelor’s degree (or higher) in relevant business administration program or equivalent experience.
  • Knowledge of laws governing construction contracts and contracting is beneficial.
  • Available to work flexible hours.
