Our Learning and development team is growing! Are you looking for a role where you can help build components of this brand-new role? A role where you can help drive Canadian Nuclear Laboratories’ (CNL) Learning and development ambition and help it evolve over time? If so, as the Talent Development Manager, you will be responsible for developing, implementing, and overseeing talent programs that enhance employee skills, knowledge, and performance to drive CNL’s strategy and overall business ambition. What will you be doing!

  • Leadership
    • Defining our leadership profile and developing leaders who will take us into the future.
    • Defining leadership capabilities/skill sets.
    • Identifying people's leadership attributes and experience streams.
    • Building, deploying, and managing leadership program(s).
  • Talent Management
    • Establishing a talent management strategy that ensures we know our workforce and can move the right people in the right roles at the right time.
    • Creating a talent management approach.
    • Building talent programs that integrate key HR programs, such as succession planning, and integrate best practices.
    • Creating a capabilities inventory.
  • Coaching & Mentoring
    • Transforming current coaching perception in CNL and giving our people the skills to hold meaningful and empowering conversations.
    • Articulating coaching capabilities/skills and defining the coaching process.
    • Building coaching program and support tools and metrics.
    • Defining, building, and running a mentor program and metrics.
  • People Development
    • Maximizing our people's bench strength to create the workforce of tomorrow.
    • Translating CNL strategy to skill requirements across the board.
    • Assessing current skills and identifying skill gaps and future skill requirements.
    • Building programs to close gaps with a focus on career pathing.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
    • Post-secondary graduation in a field related to Human Resources, Organizational Development, Behavioural Science, Business, Communications or Education.
    • Associate Professional in Talent Development (APTD) and Certified Professional in Talent Development (CPTD) certifications, certification in Adult Education or Learning & Development qualification (or equivalent) and/or coaching accreditation are an asset.
  • Experience
    • A minimum of 5 years’ experience leading a Talent Management environment or 10 years of management experience in a technical and talent-related field is required.
    • Building talent development programs and leading change initiatives in a business environment.
    • Experience in HR functions, resource planning, recruitment, succession planning, career and professional development is desirable.
    • Experience in the nuclear industry or a highly regulated environment is an asset.
  • Knowledge, Skills & Abilities
    • Strong leadership capability to manage a team accountable for identifying, assessing, developing, delivering and maintaining talent programs.
    • Demonstrated experience in impacting and influencing skills to drive change through new and existing initiatives.
    • Ability to complete performance consulting and provide alternate solutions to arrive at optimal and relevant talent solutions that meet business and learner needs.
    • Sound relationship management capability to build an integrated, supportive network of internal and external subject matter experts and key stakeholders.
    • Strong organizational and prioritization skills allow one to plan multiple tasks effectively, optimize resources, manage the project pipeline, and delegate authority to team members.
    • Excellent communication (oral and written) and presentation skills to create compelling interactions and connections with the intended audience.
    • Flexibility, resilience and adaptability are required to work under tight schedules in a dynamic environment and pivot when needed.
    • Knowledge of processes and procedures for managing teams to drive high performance.
    • Ability to apply adult learning principles and consistent learning experience components to elevate talent program design to meet learners' needs.
    • Ability to integrate coaching and mentoring principles in talent programs to drive sustainment and continuity organically.
    • Knowledge of the following will be considered an asset:
      • Knowledge of Talent Management technology and platforms.
  • Security Clearance Eligibility Required

    • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
