Job Summary

The ANS Construction and Facilities Services department is responsible for delivering Capital Expenditure (CAPEX) and Operating Expenses (OPEX) programs and projects. The Construction Infrastructure Specialist (CIS) provides site support and coordination to execute construction and facilities upgrade projects, from site selection through to project handover. The CIS liaises with Nav Canada staff, contractors, external customers, and airport authorities, monitoring progress to scope, schedule, and budget, ensuring compliance with all relevant regulations and policies. The CIS reports to the Flight Information Region (FIR) Construction Manager, Project Manager, or National Project Manager - Construction Services.

Key Accountabilities:
  • Coordinate construction activities on-site or remotely, acting as liaison among NAV CANADA, contractors, airport authorities, and customers.
  • Review and develop project Safety Management Plans (SMPs) and related documentation.
  • Monitor construction progress, addressing issues related to scope, schedule, and budget.
  • Ensure work complies with contract documents and all relevant regulations and policies.
  • Promote good work practices and quality workmanship.
  • Address minor non-compliance issues in the field or escalate as necessary.
  • Manage project materials and ensure complete, accurate project handovers.
  • Source, negotiate, and retain contractors for contracts up to and exceeding $15,000, as directed.
Job Requirements
Education:
  • College diploma in Electrical, Mechanical, Civil Engineering, or equivalent technical experience (minimum 10 years of relevant field experience with increasing responsibilities).
Experience:
  • Leadership in coordinating multiple trades on a construction site.
  • Technical report writing experience.
  • Monitoring construction progress and reporting.
  • Experience working with regulatory bodies such as inspectors and workers' compensation.
Knowledge:
  • Familiarity with Computerized Maintenance Management Systems (CMMS), project management software, financial reporting systems, MS Office, and AutoCAD.
  • Understanding of project management principles including scope, schedule, quality, and cost.
Abilities:
  • Ability to monitor, inspect, and research to ensure work completion as per NAV CANADA standards.
  • Ability to stand for long periods and travel frequently.
Personal Suitability:
  • Effective communication, organization, and interpersonal skills.
  • Ability to handle difficult contractors, meet deadlines, and manage fatigue due to travel and remote work.
Working Conditions
  • Valid driver’s license required.
  • Extensive travel within the flight information region.
  • Drug screening required for safety-sensitive positions.
